Good evening, Mayor, City Commissioners, City Manager and Staff – My name is Sarah Boren and I serve as Chair of the LEED Subcommittee for the City’s Environmental Stewardship Committee.
I am here tonight to give you a quick update on the City’s LEED for Cities recertification and seek the Commission’s green light to perform public outreach for COAB’s LEED/Green Works

LEED for Cities v4.1 Certification
Water is the lifeline of any city. However, equity and access have been a major challenge in many cities. Globally, water demand has been increasing in urban areas and is stressing freshwater
reserves, creating a perennial shortage of water.

History
2018 Commission Visioning – Commissioner Kelly suggested COAB seek LEED for Cities certification
July 2019 COAB became first city in Florida to receive LEED for Cities Silver certification; Score of 58
ESC’s 2020 & 2021 Workplans included creating a Green Works Community Action Plan to complement the LEED for Cities certification.
August 2021 Draft Green Works Community Action Plan that is a combination of COAB LEED for Cities Pilot roadmap and v4.1, STAR Communities, City of Satellite Beach, and City of Orlando
action items, goals and organization
For background on this effort, in 2018 the City Commission had a goal to achieve Leadership in Energy and Environmental Design (LEED) for Cities certification. The city achieve LEED
for Cities Silver certification under the pilot program in July 2019. As part of that certification, it required a roadmap for continual improvement. Therefore, the ESC has had a
community action plan on its 2020 & 2021 annual workplan to compliment the LEED for Cities certification effort. This year city staff won the competitive 2021 Bank of America USGB
LEED for Cities Cohort grant and should be commended not only on their diligent hard work but also for leading the pack in the cohort on progress to date.

Staff Time for Outreach Plan
Our proposed public outreach plan includes three main audiences: residents, businesses and partners
For outcomes, we want to:
Really listen to what the community wants in terms of actions, goals and timelines
Discern what should be in the community action plan (goals, targets and strategies) for the city to follow and what should be in a Citizen Guide (education and programming)
Obtain a clear understanding of “where the community is at today” and where it wants to be in the short term, medium term and long term.
We plan a mix of traditional and modern outreach techniques from surveys, in-depth meetings (virtual and in-person) to booths and workshops
