3.C. Cultural Arts and Recreation Advisory Committee (CARAC)
• Jane Stevens
It was noted that Chair Curtis did not respond to City Clerk Bartle's emails about this
meeting. The Committee discussed CARAC's attendance issues. Member White
reported Timmy Johnson was unable to attend tonight, but wanted to share his comments.
She explained Mr. Johnson's request to have a volunteer group help with events, instead
of using a standing Committee, and have an ad hoc committee appointed each year to
handle distributing grant money. The Committee discussed the need to handle excessive
absences and Mr. Johnson's request for restructuring. The Committee decided to put
CARAC as the primary topic on the next agenda and invite CARAC members to come
and provide input.
Commissioner Norris agreed to contact both City Attorney Durden regarding the process
for removing a member due to absences and Mr. Curtis for his input. She asked the
BMRC members to review the CARAC information on the City's website prior to the
next meeting and CC Bartle to invite the CARAC members.
The Committee made the following recommendation.
MOTION: Recommend reappointing Jane Stevens to serve an additional term on the
Cultural Arts and Recreation Advisory Committee.

There was discussion about the possibility of moving members from At -Large to District
positions and changing expiration dates to allow for staggering terms.
ESC Chair Gabrynowicz addressed questions about attendance and noted there were
challenges due to COVID.

4. INTERVIEW CANDIDATE AND MAKE RECOMMENDATION
4.A. Kelly Fanning (for ESC)
Commissioner Norris explained the process for recommending and appointing members.
The Committee interviewed Ms. Fanning. She explained her personal accomplishments,
experiences, goals, and interest in the community. The Committee gave an overview of
the duties and responsibilities of the Environmental Stewardship Committee and its
subcommittees and responded to questions.
Ms Fanning decided to withdraw her application for ESC, but expressed interest in
volunteering in an unofficial capacity to partner with schools and projects.
The Committee discussed moving Bruce Andrews to the District 1308 position and made
the following recommendation.
MOTION: Move Bruce Andrews from At -Large Member to District 1308 Member for the
reappointment.

Commissioner Norris reviewed existing vacancies and reiterated the plan to discuss the
Cultural Arts and Recreation Advisory Committee topic at the next meeting.
The Committee scheduled its next meeting for November 30, 2021 at 6:00 pm.

Volunteerism includes working with the Guana Tolomato
Matanzas National Estuarine (GTM) and the FWC collecting
monofilament fishing line and recycling efforts.
I believe in promoting environmental stewardship within the
community. It is our responsibility to preserve our local
resources and encourage the highest quality of life through the
preservation of parks and green spaces while incorporating
native plant species in to our public spaces. Beach
nourishment and strong environmental health, as well as
accessibility advocacy is necessary to sustain population
growth, as well as economic benefits for our city.

I am a Jacksonville native but just recently moved to Atlantic
Beach. I'm really interested to get involved in the community
and help protect and improve the unique quality of life here. I
am incredibly passionate about most environmental concerns
whether it be trees (very very passionate about trees and our
tree canopy), animals, recycling, creating and protecting green
space, reducing waste etc. I have many years experience in
event planning, fund raising and project management that
could be utilized and I have a strong interest to get involved in
city planning and overlays that would promote outdoor
recreation and enhanced quality of life ie. blue zone planning.
