For example: • COAB pays $485 monthly for landscaping in the front of ABE (44% of FABE's total landscaping cost). • COAB recently helped pay for the architectural style fence installed by FABE (significant upgrade from the chain-link fence planned by the District). • In 2014, COAB paid $12,000 to re-pave the track. As you know, the COAB and Duval County School Board have a mixed-use agreement which provides that ABE will remain open after school hours and on the weekends. Given that local residents visit the school during these times, FABE's next planned capital project --the installation of new playground equipment at ABE --will benefit both ABE students and Atlantic Beach residents greatly. FABE has selected playground equipment which: • is ADA compliant; • provides a challenging, unique play experience for children in the 7-12-year- old age range (different than the experience provided by playground equipment at other Atlantic Beach parks); and • will be located in front of the school under beautiful shady trees and in a highly visible spot. Sherry Drive and New equip1111 ment Bus Circle • Here are the relevant details regarding funding for the project: • Project cost is approximately $60,000 (fully installed). • FABE has $30,000 in its capital project fund. • FABE projects that it will raise $30,000 at its Benefactor event on 10/2/2021, of which about half is budgeted for operating expenses. o Annual operating expenses are $44,000,which funds a second P.E. coach, a computer and Spanish resource teacher and the landscaping. • With a donation of$15,000 from the COAB, FABE could have this equipment installed in early 2022. We understand that the COAB's budget for 2021/22 fiscal year is nearly decided. While we are requesting $15,000 from the COAB for this project, we would appreciate any contribution. If we are too late to obtain funds for the 2021/22 fiscal year, then we look forward to our continued collaboration on future projects. The outdoor areas at ABE provide a lot of development opportunities, and we know Atlantic Beach residents would enjoy any such improvements. At the same time the citizens in existing homes are hounded to no end when they seek additions that will occupy anywhere near what the developers are getting away with. I would be happy to supply exact addresses, (of which there are many) but a drive down East Coast Drive should make my point. Maybe someone can tell the citizens wanting additions where to make their campaign contributions. Then there is continuing fiasco regarding the acquisition of the island property. Not that the city needs another island that will be underwater in a generation or two. Apparently the city has agreed to a price which was about 4 times the assessed value. I understand now it is discovered that the island was used an illegal dump for years with all sorts of nasty trash. Maybe, just maybe the property appraiser knew someone this council did not. I can guess who is responsible for this fiasco. Is this just another case of further frivolous spending and with no due diligence? Are the taxpayers now supposed to pay for the clean up? Why not just shut this dog down now and walk away? And lastly.. I see some road paving is finally included in the new budget. The most recent paving job on east coast drive was and is extremely poor. This of course was due to poor contract specifications and even worse supervision. How cozy not to call for an independent inspector in the job specs. I would say just skip it, you will just make it worse.
