Exh 51 Wages 2 Article 26 3 Salary Proposal 4 October 7, 2004 5 6 26.1 Employees covered by this agreement on October 1, 2004 will have their salaries 7 adjusted as per attached Schedule A. This salary increase is reflective of the City 8 proposal based on the Palmer& Cay plan but includes 5% adjustment for 9 employees with 7 or more years of service as a police officer with the City of 10 Atlantic Beach. 11 a) The 5.% adjustment is to be applied to the salaries of officers and 12 Sergeants with more than 7 years of service prior to the calculation 13 of the City's pay proposal. 14 b) Employees with less than 6 months of service will receive a 3% 15 percent pay increase. 16 c) Employees with more than 6 months of service will receive 6% 17 percent of the new midpoint for their pay grade.. 18 d) If an employee does not receive at least a"Meets Requirements" 19 overall evaluation, they shall not receive a pay adjustment and the 20 supervisor may take action to terminate the employee or the 21 employee may be counseled, placed on a 90-day improvement 22 period, and reevaluated in accordance with the City's performance 23 evaluation program guidelines. 24 e) Employees of the bargaining unit are eligible for a bonus based 25 upon performance in accordance with the City's performance 26 evaluation program guidelines. 27 26.2 Except as provided herein, original appointment to the classification of Police 28 Officer will be made at the entrance rate of pay. The City Manager may approve 29 initial compensation at a higher rate than the minimum rate. Such decision shall 30 not be subject to the grievance or arbitration provisions of this agreement. 31 However, a new employee may only be hired at a rate above the entrance rate of 32 pay established for the position if: 33 34 35 36 37 a.The needs of the City make such hire action necessary and 38 all other employees within the same classification have U /vt finis 1 a.The needs of the City make such hire action necessary and 2 all other employees within the same classification have 3 their base salaries adjusted to be at least equal to that of the 4 newly hired employee or; 5 b. The new employee has job related training and/or 6 experience that clearly exceeds that of current employees. - 7 Prior to City Manager approval of initial pay under this 8 provision, the City will notify the union, in writing, of the 9 proposed action and allow the union(3)workdays to 10 provide comments. 11 12 26.3 Employees covered by this agreement shall contribute one (1)percent of their 13 salary into their Pension Fund. 14 15 26.4 Any employee covered by this agreement who is assigned by the Chief of Police 16 to work in the Investigative Division as a detective shall receive pay at a rate of 17 ten(10%)percent above the employee's regular rate of pay. Such percentage shall 18 not be added to the base pay but shall be in addition to the base pay and apply to 19 all pay, overtime, compensatory time paid, etc. received by the officer. Detectives 20 shall receive an annual clothing allowance of six hundred fifty dollars ($650.00) 21 in accordance with Article 23.7. 22 23 26.5 Any employee covered by this Agreement who is assigned to the Crime 24 Suppression Unit (CSU) shall receive pay at a rate of five percent (+5%) above 25 their normal pay. Such percentage shall not be added to the base pay but shall be 26 in addition to the base pay and apply to all pay, overtime, compensatory time 27 paid, etc. received by the officer. In addition, Crime Suppression Unit members 28 shall receive an annual clothing allowance of six hundred fifty dollars ($650.00) 29 in accordance with Article 23.7. 30 31 26.6 Any employee covered by this Agreement who is assigned as a Patrol 32 Investigator/Evidence Technician shall receive pay at a rate of five percent (+5%) 33 above their normal pay. Such percentage shall not be added to the base pay but 34 shall be in addition to the base pay and apply to all pay, overtime, compensatory 35 time paid, etc. received by the officer. 36 37 26.7 Any employee covered by this Agreement who is required by the Chief of Police 38 or his/her designee to perform the duties of a Field Training Officer(FTO) shall 39 receive pay at a rate of ten percent (+10%) above the employees regular rate if 40 pay while the employee is actually performing the duties of an FTO. Such 41 percentage shall not be added to the base pay but shall be in addition to the base 42 pay and apply to all pay, overtime, compensatory time paid, etc. received by the 43 officer. 44 45 26.8 Any employee covered by this Agreement who is assigned as a member of the 46 Special Weapons and Tactical Team (SWAT) shall receive a rate of pay five 1 percent (+5%) above their normal pay while such officers are performing SWAT 2 duties, not including training. Such percentage shall not be added to the base pay 3 but shall be in addition to the base pay and apply to all pay, overtime, 4 compensatory time paid, etc. received by the officer. 5 6 - 26.9 Any employee covered by this Agreement who is temporarily required by the 7 Chief of Police or his designee to perform the duties of a Sergeant or Lieutenant 8 shall receive pay at rate five (+5%)percent above the employee's regular rate of 9 pay,provided that no other Sergeant or Lieutenant is olduty and that: 10 11 a. The duties and responsibilities of the higher classification are assumed in full 12 for a minimum of four(4)uninterrupted hours; and 13 14 b. The assignment is not for the purpose of on the job training. 15 16 If the two (2) conditions set forth are not fully satisfied, the employee will receive 17 the rate of pay of his/her regular assigned classification for each hour worked in 18 the Sergeant or Lieutenant position. 19 20 Such percentage shall not be added to the base pay but shall be in addition to the 21 base pay and apply to all pay, overtime, compensatory time paid, etc. received by 22 the officer. 23 24 26.10 Promotion. Officers promoted to the rank of Sergeant shall receive a salary 25 increase at the time the promotion becomes effective, to at least the minimum of 26 - their new pay range or an amount equal to the percentage difference between the 27 current and new grade midpoints (not to exceed 12%),whichever is greater. 28 29 a) Calculating a Promotional Increase. Since a promotional increase is granted to 30 recognize the assumption of additional job duties and responsibilities, the size 31 of the increase is calculated as a function of the size of the promotion, rather 32 than as a percentage of current salary. The formula used to calculate the 33 promotional increase is as follows: 34 35 New Midpoint—Current Midpoint=Promotion Increase Amount (%*) 36 Current Midpoint 37 38 Or 39 40 An increase to the minimum of the new pay grade,whichever is greater. 41 42 Not to exceed 12% unless required to bring the employee's salary to the 43 minimum of the new pay grade. 44 45 b) Anniversary Date. A new anniversary date will be established as the effective 46 date of promotion. 1 c) Minimum Pay. In no case shall a promoted employee's salary be set below the 2 base salary of the position to which they were promoted. 3 4 26.11 Longevity Pay.
