RE: Classification and Pay Update-Cost Estimate
Dear Kathy:
The City is requesting that Palmer & Cay provide an estimate on the cost to update the
Classification and Pay study implemented in October 1, 2001.
Effective October 1,2001,the City of Atlantic Beach implemented a Classification and Pay
study conducted by Palmer&Cay which consisted of 71 Position Descriptions, a classification
grade), and a pay plan with policies and procedures.
The update to this study,to be effective October 1,2005, should consist of the following actions:
1. Classification Update. The City would request that employees, supervisors, and department
heads submit to Human Resources any recommendations for changes to Position Descriptions
for classification review. Once these are received,the City would approve/disapprove
recommended changes and provide to Palmer&Cay for a classification review.
2. Pay Update. The City is requesting that Palmer& Cay review the current pay plan to
determine any adjustments required. Since implementation on October 1, 2001,the pay plan has
been adjusted as follows:
October 2002 3%
October 2003 3%
October 2004 3%
Employee's pay has been adjusted as follows:
October 2002 4%of the new midpoint for the grade
October 2003 6%of the new midpoint for the grade
October 2004 6% of the new midpoint for the grade
3. Issues. The City is requesting that Palmer&Cay review the following issues and provide
recommendations, as appropriate:
a. Police Officer classification and pay with special review of the pay for our senior police
officers and sergeants.
b. Classification and pay for Animal Control Officer,Emergency Communications
Operators and Park Attendants (union request).
c. One time pay adjustments. Are there any"one time"pay adjustments needed for the
more senior employees? If so,what methods are available to accomplish?
