Following the Pledge of Allegiance, Mayor Ford called the meeting to order at 6:31 PM. CC Bartle
called the roll.

1 APPROVAL OF MINUTES
IA. Approve minutes of the February 6, 2023 and April 3, 2023 Special Called
Meetings.
Mayor Ford asked if there were any corrections or changes needed. There were no
corrections to the minutes. Mayor Ford stated the minutes stand as submitted.
1B. Approve minutes of the September 12, 2022 and September 26, 2022, Regular
Commission Meetings.

Mayor Ford explained the process for public comments and opened the Courtesy of the Floor to
Visitors.

Carolyn Zisser asked for the status of Neptune Beach's request for water to supply the
vacant land development in Neptune Beach. She requested the following:
• Any formal request from Neptune Beach be publicized.
• Any communications be published.
• An impact study be done and published.
• Public input through a Town Hall and adequate notice of the meeting.
• No draft agreements done prior to any statements of intent.
Chris Brophy expressed concerns about Donner Park and pickleball.
Jim Wheatley expressed concerns about dogs and suggested more animal control
staffing.
Bruce Andrews showcased those who were in support of pickleball expansion by having
them raise their hands in the audience. He also voiced further opinions about Pickleball
access.
Clint Burbridge mentioned that he supports the expansion of Pickleball.
Sarah Boren spoke about ESC's efforts for the month of April. She mentioned that the
April 23, 2023 Farmer's Market was a huge success and thanked staff for their help. She
mentioned that ESC would be submitting a plan to help the City reach their energy and
water conservation goals. She expressed a need for the City Manager candidates to be
asked of their experience with environmental stewardship. (Commissioner Bole called a
point of order due to running out of time). She also spoke about Charter Revision
Committee (CRC) staffing concerns.
Faye Willey expressed concerns about Pickleball.
Commissioner Waters mentioned that public comment is a one-way discussion from the
public to the Commission. Mayor Ford confirmed this information, thanked
Commissioner Waters for his comment, and thanked the public for theirs as well.
Michael Hoffmann expressed concerns about the CRC.
Tim Talbott mentioned that he is in support of the expansion of the pickleball courts.
Mark Davenport spoke in favor of the expansion of the Pickleball courts. He shared
that the community aspect is great and also shared that they have created shirts.
Martha Marshall voiced concerns about dog issues. (Commissioner Bole called a point
of order twice due to running out of time).
Barbara Gunter also voiced concerns about dog issues.

4.A. Beaches Town Center Agency Presentation (Commissioner Bole)

April 24, 2023
Deanee Dunlop, Board Member with the Beaches Town Center Agency provided a
presentation (which is attached hereto and made part of this Official Record as
Attachment B).
Commissioner Waters asked if there was a service night for the AB and Neptune Beach
employees to go and get discounts at various merchants. Ms. Dunlop informed him that
she would speak to the agency about this.
Commissioner Bole thanked her for the presentation and encouraged everyone to spend
their money at the beaches.

• Shared his experience regarding dog concerns and mentioned that he would meet
with CM Gerrity about this issue.

• Provided an update on the STOP committee applications in stating that there are
ten applicants thus far and encouraged the public to apply.

- Trekked with Planning and Community Development leadership to Fernandina Beach to tour
and learn more about the City's successful South Eighth Street corridor "revisioning" project.
- Reviewing matters pertaining to recycling service at condominiums.
Building
- No report.
City Clerk
Set-up web portals, processes, and application form for the newly created Safety. Traffic and
Parking (STOP) Committee. Accepting applications through May 15. The Board Member
Review Committee is scheduled to meet at 5:30 p.m. May 23 to interview STOP Committee
applications.
Continuing research and providing records of past charter amendments and election data for
members and the public for the April 26 Charter Review Committee meeting.
Cultural Arts and Recreation

Engineer
Worked with ACON through a C'OJ contract to get a guaranteed maximum price f'or the splash
pad. If the price we obtain from ACON is not reasonable. we will put the project out to bid

Continued working with Regency Centers to obtain a Temporary Construction Easement for the
Aquatic Gardens project. Also continued working with TECO to get a gas line moved that is
potentially in the way of the construction project.

Subject arrested on two felony charges in the IQ Fiber case.
Public Utilities
- Water Treatment Plant 41 antenna tower has been raised. Fencing around the tower and
electrical/cables and lines are being installed.
- The new well 42 has been installed in front of the W WTP and flushing/testing is underway.
- Fiber installation caused a 2" water main break on East Coast & I" Street, resulting in damages
to City and customer water services.
Public Works
- Mulched the Atlantic Boulevard and Mayport Road medians, along with the Welcome to AB
areas at Mayport Road and Seminole Road.
- Dug out the sand drifts on the Third. Sixth, Seventh and 13`h Street beach accesses.
- Painted six lifeguard chairs. Continuing to prepare for beach season.
- The 2023 mill -and -replace asphalt contract is out for bid. Bid opening is scheduled for May 17.

HISTORY
The Beaches Town Center Agency was started in 1991 by
a few citizens from our community. The agency initially
began fundraising efforts to improve the Atlantic Beach
and Neptune Beach Central Business District.
The goal was to make the area more inviting and pedestrian
friendly with major enhancements in landscaping and public
amenities like park benches, bike racks, and brick sidewalks.
The Agency Board understood the residents and visitors who
came to "the corner" to enjoy shopping, dining and beach life
would benefit from cooperation, common goals and
shared objectives between the two cities.
