Chair Caudle welcomed the group and each committee member made self-introductions.
3. CITY ATTORNEY OVERVIEW ON ETHICS, GOVERNMENT-IN-THE-SUNSHINE
City Attorney Gabriel presented the overview on government-in-the-sunshine/open meetings;
public records; and ethics. The Committee asked the City Attorney questions and discussed
various elements of the overview. (Public Records and Sunshine Laws Presentation is
attached).

A discussion was held. Deputy City Manager Hogencamp will report back to the committee
regarding whether committee members can participate in the meetings remotely. Deputy City
Manager Hogencamp distributed a Sample Committee Recommendation Template
(attached).

7. ELECTION OF VICE CHAIR AND SECRETARY
Fred Jones was elected Vice Chair; Grace Neville was elected Secretary. Both votes were
unanimous.
8. DISCUSSION ABOUT REGULAR MEETING TIME/DAY
Following a discussion, the next meeting was set for Thursday, July 20. The committee is
considering meeting on the third Thursday of each month. Deputy City Manager Hogencamp
reported that the third Wednesdays and fourth Thursdays of each month are available in terms
of staff and meeting room availability.
9. ITEMS FOR NEXT AGENDA
• Brainstorming session on safety, traffic and parking (full committee)
• Priority-setting exercise (full committee)
• Report on the City's award of a Federal Safe Streets and Road for All grant to develop a

History: Florida’s first public records law was passed in 1909 and stated:
“That all state,county and municipal records shall at all times be open for a
personal inspection of any citizen of Florida, and those in charge of such
records shall not refuse this privilege to any citizen.”

public.The basic law is found in Chapter 286 of the Florida Statutes where it
states:
“All meetings of any board or commission . . .or of any agency or authority
of any county,municipal corporation,or political subdivision . . .at which
official acts are to be taken are declared to be public meetings open to the
public at all times,and no resolution,rule or formal action shall be considered
binding except as taken or made at such meeting.The board or commission
must provide reasonable notice of all such meetings.” (§286.011 F.S.).

City of Atlantic Beach Comprehensive Safety Action Plan
Narrative
The City of Atlantic Beach is a small coastal community consisting of approximately three
square miles of land area and a population less than 14,000. The City is located between two
miles of Atlantic Ocean beachfront on the east and the expansive marsh and estuarine
environment of the San Pablo Creek/Intracoastal Waterway on the west. With all of our natural
beauty and nice weather we have many pedestrians and cyclists enjoying the outdoors. The
City is a near fully-developed municipality where the predominant land use is residential
consisting of stable and well-established neighborhoods. The City possesses a unique character
and “personality” where a high quality of life, diverse recreational activities, preservation of
community character, and protection of natural resources are day-to-day priorities to residents
and elected officials as well.
The City of Atlantic Beach already has two initiatives to help provide strategies for a safer
pedestrian and cyclist environment. We believe that a Comprehensive Safety Action Plan will
help bring our existing Complete Streets Policy and a Connectivity Plan together, creating a
holistic document that utilizes evidence-based strategies to improve our roadway system and
allow positive progress toward a Vision Zero goal in alignment with that of the U.S. Department
of Transportation.
A Safe Streets for All Action Plan grant will fund a contract with a transportation planning firm
with which the City’s Planning & Community Development Department staff will work in
tandem.
Our intent is to create a Plan that utilizes data, facilitates stakeholder engagement, and
identifies low-cost, high-impact strategies that foster safe connections and prevents roadway
fatalities, injuries, and accidents. It is expected that the Comprehensive Safety Action Plan will
provide a framework of future implementation projects that ensures the City of Atlantic Beach
eliminates the risk of roadway fatalities and serious injuries within its borders and beyond.

Grant Program
Grant Types
The program supports the development of a comprehensive safety action plan
(Action Plan) that identifies the most significant roadway safety concerns in a
community and the implementation of projects and strategies to address
roadway safety issues. Action Plans are the foundation of the SS4A grant
program. SS4A requires an eligible Action Plan be in place before applying to
implement projects and strategies. The SS4A program provides funding for
two types of grants:
Planning and Demonstration Grants provide Federal funds to
develop, complete, or supplement a comprehensive safety action plan.
The goal of an Action Plan is to develop a holistic, well-defined strategy
to prevent roadway fatalities and serious injuries in a locality, Tribe, or
region. Planning and Demonstration Grants also fund supplemental
planning and/or demonstration activities that inform the development of
a new or existing Action Plan. The Department encourages including
demonstration activities in an application.
Implementation Grants provide Federal funds to implement projects
and strategies identified in an Action Plan to address a roadway safety
problem. Projects and strategies can be infrastructure, behavioral,
and/or operational activities. Implementation Grants may also include
demonstration activities, supplemental planning, and project-level
planning, design, and development. Applicants must have an eligible
Action Plan to apply for Implementation Grants. The Department
encourages including demonstration activities in an application.

Planning and Demonstration Grants
Action Plan Example Activities
Communities can use Planning and Demonstration Grants to develop or
complete an Action Plan, conduct supplemental planning, and/or conduct
demonstration activities that will inform the development of an Action Plan.
The comprehensive safety action plan that a Safe Streets and Roads for All
grant funds includes the following key components:
Leadership commitment and goal setting that includes a goal
timeline for eliminating roadway fatalities and serious injuries.
Planning structure through a committee, task force, implementation
group, or similar body charged with oversight of the Action Plan
development, implementation, and monitoring.
Safety analysis of the existing conditions and historical trends that
provides a baseline level of crashes involving fatalities and serious
injuries across a jurisdiction, locality, Tribe, or region.
Engagement and collaboration with the public and relevant
stakeholders, including the private sector and community groups, that
allows for both community representation and feedback.
Equity considerations developed through a plan using inclusive and
representative processes.
Policy and process changes that assess the current policies, plans,
guidelines, and/or standards to identify opportunities to improve how
processes prioritize transportation safety.
Strategy and project selections that identify a comprehensive set of
projects and strategies, shaped by data, the best available evidence
and noteworthy practices, as well as stakeholder input and equity
considerations, that will address the safety problems described in the
Action Plan.
Progress and transparency methods that measure progress over
time after an Action Plan is developed or updated, including outcome
data.
