05-9-23 ARCC Adopted MinutesiyL' r MINUTES Arts, Recreation, and Culture Committee (ARCC) Y Meeting Tuesday, May 9, 2023 - 6:00 PM Present: An Oskarsson, CARAC Chair Jane Stevens, Member Hillary Hickam, Member Mary Mullahey, Member Joseph Schwarz, Member Jessica Ring, Commissioner - Seat 5 Absent: Lisa Goodrich, Member Carol Silcox, Member Wally Sears, Alternate Member Also Present: Latrenia Thomas, Recreation and Cultural Arts Director (RCAD) 1. CALL TO ORDER AND ROLL CALL `A 3. 4. Meeting was called to order at 6:04 p.m. APPROVAL OF MINUTES A. Approve minutes of the April 11, 2023, Arts, Recreation, and Culture Committee meeting. RECOGNITION OF VISITORS/PUBLIC COMMENTS Members of the Fletcher Interact Club came to share information in reference to the program and offer their assistance with further upcoming events. Joe shared his appreciation to the members for volunteering at the City's Arts in the Park event and how well they served at the event. The committee thanked them for their assistance also. ONGOING BUSINESS A. ARCC Member Availability Latrenia announced that board member Carol Silcox request to relinquish her position on the committee. The City Clerk Donna Bartle was notified of the request and instructed that a formal resignation was required and the next step would be to ask the alternate Wally Sears if he would like to fill the position. There was further discussion from the committee in reference to considering applicants that serve on the board should be a combination of residents that represent the majority of the city's area. The Committee also mentioned their idea of the scope they would like as far as representation on the committee. B. Arts in the Park Event Update Arts, Recreation, and Culture Committee (ARCC) May 9, 2023 An O. mentioned that the details from the Arts in the Park report as well as the event's improvements made, had a positive impact on the event. C. WellFest Event Report Joe S. and Mary M. gave an update on the outcome of the event. Besides the rain the event for the first half of the event had a great turn out. The coffee crawl and the Hip Hop portion was very successful. 5. NEW BUSINESS A. Commission Meeting Report - Jane Stevens Jane shared that the Splash pad was mentioned in the Commission Meeting. She shared further information in reference to the bid. Commissioner Ring added that the initial bid from last Fall was proposed at $770,000 which came in much higher than the commission expected although the grant funding would only cover a portion of the cost. B. Update on ABE Grant Funding Request Latrenia shared that Joy C. and Jana from Atlantic Beach Elementary wanted to request grant funds from After School Enrichment program to utilize for upcoming Cultural Day activities. The intent would be to replace the funds from another PTA account at a later date. The committee shared their views on the request and was informed that they would be notified of the outcome. C. Kids Hope Alliance Update Latrenia shared that the city did not qualify for the Kids Hope Alliance after-school funding because we did not have a non-profit arm to qualify for funding. D. Boys and Girls Club Partnership with AB Community Centers Latrenia shared that the City Manager along with the Commission agreed to move forward with partnering with the Boys and Girls club to oversee the after - school & summer program. She also shared that this could be a positive setting for the community. They would offer additional programming at the Baker & Jordan center along with the additional staff. E. Local Schools Grant Funding Meeting Latrenia shared with the committee that she along with Veronica met with the principals from Fletcher High, Mayport Middle and Atlantic Beach Elementary to discuss the need of moving funding over to the actual Recreation budget. She explained that everyone agreed with thorough communication between staff, principals and the Grant Recipients they would like to continue with the programs applying for grant funding. 6. OPEN ITEMS / FOLLOW UP A. Database of Programs Arts, Recreation, and Culture Committee (ARCC) May 9, 2023 7. 8. Attest: The Committee reviewed the database spreadsheet and was pleased with the outcome that An. O., Lisa G. and staff put together. A request was made for a similar form without the major details for the public to access to view. It was also mentioned that the database would also help to identify gaps in programs as well as build a structured volunteer program. B. Volunteer Program C. Committee members shared their ideas on what they would like to see as far as the volunteer program. Latrenia recommended sending the committee a copy of the priorities settings to view. An shared that she would be meeting with the Environmental Stewardship Committee Chairman to discuss having a potential collaboration meeting and to connect on the volunteer issues. An mentioned that she would give a report in regard to the meeting. An O. also gave a report on the Beaches Fine Arts concert. She shared her views in reference to the attendance, the program and the registration process. OTHER AGENDA ITEMS/ANNOUNCEMENTS A. B. Joe. S. shared that the Beaches Museum and Adele Grage is planning to collaborate to install a train exhibit. Joe shared that a mural was in the plan to incorporate with the exhibit. He recommended that this could be an opportunity to seek an artist to paint the mural through the grant funding. Latrenia explained that there is discussion of the mural, but nothing has currently been finalized. Mary M. shared that due to summer she wouldn't be available to attend June's meeting. An O. announced that if anyone from the committee availability changes to let her know.
