CONSIDERATION OF APPROVAL OF MINUTES A. Approve minutes of the August 16, 2023 Safety, Traffic and Parking Committee meeting. The Aug. 16 Committee meeting minutes were unanimously adopted. 2. COURTESY OF THE FLOOR TO VISITORS No visitors addressed the Committee 3. POLICE DEPARTMENT PRESENTATION Q&A - CMDR DAVID CAMERON Cmdr. Cameron fielded questions about police department statistics, which are posted in the Committee resource library (www.coab.us/STOPCommitteeLibrary). • Atlantic Beach has the lowest traffic crash rate per capita in the region. • As and where needed and largely driven by citizen concerns, the City utilizes traffic - counting technology to ascertain automobile volume and speed. • The roads most prone to traffic crashes in the city are Florida Department of Transportation -owned Mayport Road and Atlantic Boulevard, particularly at Dutton Island Road, Plaza Road and Royal Palms Drive. Seminole Road and Ninth Street is among the non-FDOT roads experiencing the most traffic crashes. • The City does not have a system in place to ensure that parking citations are collected. (Potential Committee recommendation.) • Parking citation fine amounts are different in Beaches Town Center than the remainder Safety, Traffic and Parking Committee September 21, 2023 Page 1 of 25 of Atlantic Beach. • Citizens are encouraged to report parking violations to the Police Department in real time. 4. COMPREHENSIVE SAFETY ACTION PLAN SUMMARY - AMANDA ASKEW, BUILDING, PLANNING AND COMMUNITY DEVELOPMENT DIRECTOR The City has been awarded a $200K Safe Streets for All grant and will spend another $50K as its match. The federal government requires communities to adopt safety actions plans before awarding them construction project construction funds. The plan will identify a comprehensive set of projects and strategies, shaped by data, best practices, stakeholder input and equity to address safety problems identified in the plan. The City will issue requests for proposals for a firm lead the City's development of the safety plan shortly after the beginning of the new fiscal year, which begins Oct. 1. The city will utilize URBANSDK traffic management software to access speed and safety data on all local roadways. Available through the North Florida Transportation Planning Organization, the software connects transportation planners to reliable data that enhances and accelerates mobility intelligence and decision confidence. The data was be published on the City website and will serve as a baseline to determine the City's traffic management needs. It's a one-year agreement; funding for utilizing the software beyond Year 1 is not yet in place. 5. CONNECTIVITY PLAN SUMMARY - AMANDA ASKEW, BUILDING, PLANNING AND COMMUNITY DEVELOPMENT DIRECTOR Ms. Askew presented an overview (which is attached hereto and made part of this Official Record as Attachment A). Adopted in 2020, the plan is published at www.coab.us/connectivity. It aims to safely connect people from parks, schools and other places of interest throughout the community. CONSENSUS ON INITIAL RECOMMENDATION TO COMMISSION Committee member Harrell's proposed recommendations (which is attached hereto and made part of this Official Record as Attachment B) was discussed. A handout (which is attached hereto and made part of this Official Record as Attachment C) from Committee member Johnson pertaining to handicap - parking signs was briefly discussed. Simply stated, a high degree of connectivity means there are many ways to get from Point A to Point B. • An inter -connected network can accommodate more travel demand than a roadway network with limited connectivity. Community Input The community input and planning process for this plan was largely completed in conjunction with that of the recently competed Parks Master Plan, which began in 2018 with a parks and trails public work- shop. After a presentation by the Planning Director, participants went to the different "stations" that had been set up around the room. One of the stations was for "sidewalks and paths" and had a large map showing the existing sidewalks and paths within the city. Participants then wrote their comments on sticky notes or directly on the map itself. Currently, there • is a 5 foot sidewalk that is adjacent to the street with no buffer between it and the street pave- ment. Since Donner Road experiences heavier traffic, a new shared use path with a buffer would sepa- rate pedestrians and bicyclists from automobile traffic and provide a safer and more comfortable trip for users. Further. Donner Road is not located within the center of the right of way like most roads are. Instead, the road was constructed in the southern part of the right of way leaving space for a shared use path on the northern side of the roadway. Establish a 4 -way STOP sign at the intersection of East Coast Drive and Ahern Street and pedestrian cross -walk. — This is a dangerous "off -set" road intersection identical to the road intersection of East Coast Drive and First Street, which has been a 4 -way STOP sign for many years. — Neighboring intersections at Ocean Blvd and Ahern Street, Ocean Blvd and First Street, and East Coast Drive and First Street have been 4 -way STOP signs for many years which has slowed traffic speeds and provided greater pedestrian safety in this parking and commercial area. — With the construction of the new commercial building at 42 East Coast Drive along with the existing apartment building on Ahern Street, "sight- lines" are restricted or impeded on NE corner and SW corner. — New commercial building will attract significant amount of pedestrian and bicycle traffic which was built into the design and permitting process. — Cross -walk to be established from south side of Ahern Street crossing over East Coast Drive (at new STOP sign) to front pedestrian entrance to new commercial building. Cross -walk already exists on north side of Ahern Street crossing over East Coast Drive. Fiscal Impact: Approximately $140 for 2 new STOP signs and posts, $50 for street marking paint for 2 new "stop bars" on East Coast Drive (and re -fresh paint on other stop bars). Widen existing parking area by cutting back overgrown vegetation and foliage within the R/W. — Thirteenth Street, add a 2nd ADA parking space. Requires widening of the existing parking area by cutting back overgrown vegetation and foliage within the R/W and eliminating the landscaping and stonework that adjacent property owners have erected in order to limit parking at this site.
