A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA
RECOGNIZING ED MARTIN FOR SERVING ON THE
CODE ENFORCEMENT AND PENSION BOARDS
WHEREAS, Ed Martin was appointed to the Code Enforcement Board on May 8, 1989 and
he was elected as Chairman on November 9, 1993; and
WHEREAS, during his tenure on the Code Enforcement Board Ed Martin presided at over
190 Code Enforcement cases. He participated in Florida Association of Code Enforcement Board
seminars, and visited other cities to observe code enforcement functions. He revised the hearing
process to provide for faster adjudication of violators. He always acted in a firm but compassionate
manner, and he always showed a sense of respect for all individuals. Code meetings, under his
chairmanship, were conducted in a professional and efficient manner; and
WHEREAS, Ed Martin was appointed to the Pension Board of Trustees on January 13, 1997
and was elected as Chairman on February 12, 1997. During his tenure on the Pension Board of
Trustees Ed Martin provided leadership in rewriting the Pension Code. He provided practical and
logical review of pension issues facing the city and the employees, and he created a good working
relationship among both Pension Members and staff He gave employees a sense that the Pension
Board was in good hands. He pursued gaining knowledge and education so that he was up-to-date
concerning pension issues; and
WHEREAS, Ed Martin has announced his resignation from the Code Enforcement Board
effective February 28, 1998, and his resignation from the Pension Board of Trustees effective
February 15, 1998, to relocate to North Carolina.
NOW, THEREFORE, BE IT RESOLVED that the City Commission of the City of Atlantic
Beach:
(1)Publicly goes on record as commending Ed Martin for his outstanding efforts and voicing
our appreciation for his leadership in all areas of community improvement. His outstanding and
continuous volunteering has served as an example to our citizens.
(2)The City Commission hereby presents a Key to the City to Ed Martin so that the City will
always be open to him in the future, and extends best wishes for his future happiness..
