1. CALL TO ORDER AND ROLL CALL
2. APPROVAL OF MINUTES
A. Approve minutes of the Tuesday, August 8, 2023, Arts, Recreation, and Culture
Committee meeting.
3. RECOGNITION OF VISITORS/PUBLIC COMMENTS
A. Mayor Ellen Glasser
Former Mayor Ellen Glasser shared her concerns in reference to the Boys and Girls
Club's access to the Baker and Jordan Center and center rentals. It was asked that once
the Boys and Girls Club are settled in the facilities would the city allow the centers to be
available for rentals or allow programing outside of the Boys and Girls Club operating
program hours. Mayor Glasser recommended for the committee to explore other
facilities that can be utilized for city programs.
Jane S. shared that she has hope for the centers to remain available for residence to rent.
She also mentioned that it is critical that the city will maintain renting out the centers.
Committee member Joe S. mentioned his view on the Boys and Girls Club rights to the
amenities in the parks of the community centers. The Chair An. O. requested information
in regard to collecting information from local community centers that Boys and Girls
Club operate out of and how they operate with the city and programs.
B. Welcome New Committee Member
An O. welcomed Tracy Gebeaux the newest Committee member. Tracy shared his
involvement in the City as well as his relationship in the community centers as well as
offering his service to ARCC.

4. GRANT PRESENTATIONS
A. Surfear NEGRA / Jaz Board Riders Presentation
GiGi Lucas the founder of Surfear NEGRA gave a presentation on the history and goals
of the surf program. She discussed the importance of educating youth on safe water
surfing and also how the program includes safety clinics. Committee members asked
questions in reference to, if funds were spent, if Surear NEGRA is receiving support
from Atlantic and Jacksonville Beach lifeguards. GiGi responded by sharing that the
lifeguards from both cities are very helpful. Committee members asked questions related
to the previous outcome of the previous year's surf lessons. An O. requested for Surfear
NEGRA / Jax Board Riders to provide in the future progress report the specific number
of participants, what percentage was from Atlantic Beach, the indicators of the programs
overall success and lessons learned during the process.

B. NOVA Dance and Wellness Academy Inc.
Aubrey Van Benthem the Director from NOVA Dance & Wellness gave a presentation
on the previous dance and fitness programs that was held in the Baker and Jordan center.
She provided each member with an excel spread sheet that gave the attendance for each
program. She shared the process of recruiting participants for chair yoga and how it has
become very successful. Aubrey also gave an update on the outcome of the youth Hip
Hop dance class. She gave feedback on the unsuccessful programs, and how she was
able to pivot the funds to a more successful program. She offered to the Committee that
she would like to bring in an acrobat and jazz class in order to introduce a variety of
movement to the participants for the new year if the organization is approved another
year for funding.

5. ONGOING BUSINESS
A. Final Scoring Recommendation of the Organization's and School's for Grant
Funding
Mary M. opened the discussion in regard to the Mayport Shark Bites and the Mayport
Robotics programs. She shared that both programs should be categorized as a whole
under the Grant school funding. There was further discussion about the previous grant
funded programs that did not classify under the schools. It was questioned if a program
that receives grant funding is operating in a Public School should that program fall under
the school's grant funding and not organization. An O. recommended to add for the
Committee to discuss the criteria for applications falling within the school's application
verses an organization for a future meeting.
B. Mayport Middle Shark Bites and the Mayport Seaperch Underwater Robotics
MOTION: A motion was made for Mayport Shark Bites to receive $7,000 of the $10,000
allocated for the school and $3,000 for the FAME Seaperch Underwater Robotics.

C. NOVA Dance and Wellness Academy
MOTION. Lisa made a motion to fully fund NOVA Dance for $5,000.

D. Surfear NEGRA
A motion was made to fully fund Surf Negra for $4,000.
E. No Sleep Till
There was a heavy discussion amongst the committee in reference to determining the
funding for No Sleep Till. A motion was made to fund the No Sleep Till production for
$1,000.
F. Additional Funding for PossAbilities Plus
The Committee discussed the unencumbered funding and made several
recommendations on where the funds would be more useful. The Committee agreed to
the recommendation because the funding would support the ADA population.
MOTION: A motion was made to raise Possiabilities Plus requested funding amount from
$4,000 to $5,000.

G. The committee discuss the remaining balance of $700 dollars. Mary M. asked the
Recreation staff where they would recommend putting the remaining funds.
Latrenia T. recommended adding the funds to the Atlantic Beach Elementary
Cultural Day program.

Jane shared that there was no information from the Commission meeting that needed the
attention of ARCC.
