04-11-23 ARCC Adopted MinutesMINUTES � Arts, Recreation, and Culture Committee (ARCC) Meeting rg Tuesday, April 11, 2023 - 6:00 PM Commission Chamber Present: Jane Stevens, ARCC Member Lisa Goodrich, Member Mary Mullahey, ARCC Member Joseph Schwarz, ARCC Member Absent: An Oskarsson, ARCC Chair Hillary Hickam, ARCC Member Carol Silcox, Member Wally Sears, ARCC Alternate Member Also Present: Latrenia Thomas, Recreation and Cultural Arts Director (RCAD) 1. CALL TO ORDER AND ROLL CALL Meeting was called to order by Lisa Goodrich at 6:01 pm. 2. APPROVAL OF MINUTES A. Approve minutes of the February 14, 2023 March 14, 2023 Arts, Recreation, and Culture Committee meeting and March 28, 2023, workshop. 3. RECOGNITION OF VISITORS/PUBLIC COMMENTS No Public Comments 4. ONGOING BUSINESS A. Wild Wonders Additional Dates - May 20, 2023 for Kids to Park Day Wild Wonders will be included in the Kids to Park Day on May 20, 2023, at Howell Park. This will also fulfill the request of Wild Wonders rotating to other locations in Atlantic Beach. B. Update on the Grant Recipients - Liaisons Joe S., Liaison for grant recipient Fletcher High School Band gave an update that he's in communication with them and they are planning to volunteer for Arts in the Park. He also gave an update on New Age Hippy's upcoming event as well and provided info for other Committee members to review. Jane S. shared that the Mayport Garden installation is scheduled for May 20th at Mayport Middle School and the Committee members are invited to attend in support of the additional funding they were awarded for the outdoor garden. Arts, Recreation, and Culture Committee (ARCC) April 11, 2023 Lisa mentioned that she was connecting with Connecting Thur Music on April 20th for a follow up review on three of their classes at Neptune Beach Elementary. Latrenia gave an update on Brush Up Canvas and how the program has had great attendance with plans to add more classes in the summer during Summer Camp. Also, she gave an update on the Face4Kids program and shared that the instructor, Kirk Farber extended an invitation to attend their program's graduation ceremony in Atlantic Beach Elementary School. (4.13. Pt. 2) Mary gave an update on D-1 Training, she is awaiting to hear back from them to finalize the date for their Spring Speed Camp. She also shared that she is intending to contact Dana Jeffrey's with Jax Board Riders to get an update on when their program will be set to begin. 5. NEW BUSINESS A. Commission Meeting Report - Jane Stevens Jane shared info from the prior Commission meeting that the Commissioners discussed the funds that were set aside for a van for the department. She explained that a request to utilize a portion of the funds for other needs in the City was recommended. Jessica Ring shared her view on the discussion during the meeting along with the Committee members vision on other possibilities the funds could be used for. B. Kids Hope Alliance RFP - Latrenia Latrenia shared the RFP for the Kids Hope Alliance funding would be available on April 12th. She gave an explanation on what the funds could be used for to advance the Community Centers. C. Community Center's Summer Camp Plans - Latrenia A handout was disbursed in reference to the scheduled activities for the Youth and Teen Summer Camp. Committee members shared their views in reference to the staff, centers, programs and management. Jane recommended inviting lifeguards to come to the centers to talk about rip current safety. She also suggests other ideas to incorporate during the summer. It was mentioned that the fees for Summer Camp should be increased with the option to apply for a scholarship to assist families who need financial assistance to register their children for summer camp. 6. OPEN ITEMS / FOLLOW UP A. I-9 Sports Proposal Latrenia discussed the opportunity of partnering with I-9 sports and wanted to bring it before the Committee to hear their thoughts in regard to the possibility of a partnership. B. ARCC Priorities Setting Meeting The Committee was pleased with the rough draft of the A.R.C.C. Priorities Setting and agreed to adopt the draft. Arts, Recreation, and Culture Committee (ARCC) April 11, 2023 C. Volunteer Program The Committee shared their views and gave a demonstration on how they envision the program. D. Recommendation to move A.B.E. Cultural Day and ASE program to the City's Budget Latrenia recommended moving Atlantic Beach Elementary School's ASE and Cultural Day funding received through grants to be moved to the actual Recreation and Cultural Arts Budget. The Committee shared their concerns in hopes that they would continue to be held accountable for how they utilize funding. E. Database of Programs A request was made for the agenda item to be tabled until the next meeting. F. IMEP Program Lisa gave an update on the IMEP Program and recommended to adopt the program as one of the Senior Citizens activities. She also explained the details of the program including cost, curriculum, training and location. 7. OTHER AGENDA ITEMS/ANNOUNCEMENTS 8.
