We thought it would be valuable for you to know what your constituents' ideas and preferences are concerning these projects. The three projects discussed were the purchase of the Almost Home property, AB's lifeguard station renovation and the Dora Drive purchase. Almost Home: Although most of the people support the purchase it wasn't the highest priority. Here are some of the questions and ideas. • Why do we need this? What is it for? • Important that we buy this to maintain control of what's built. • However, our codes and Land Development Regulations provide protection for what is built. • What are the true costs? Renovation, programing and staffing costs. • Does the parking lot need to be replaced? Are COJ funds available for this? • What are COAB's budgetary constraints? Is this affordable? • What will be the traffic impact on Main Street? • The Baker Center has a $500 COJ grant for expansion for programming for children, adults and senior citizens. This could provide for senior and community activities. Shouldn't this be done first? • How much are we currently using our community centers? Is there a real need for another center? • Senior citizens and services were part of the Commission's 2023 priorities. Using this property for seniors would fulfill that priority. • Make it an assisted living facility since there are few affordable places at the beach. • Make it a Senior Center similar to Neptune Beach Senior Center with many activities for seniors. • Tear down the building and expand Veteran's Park to add a band shell for concerts on the Marsh Oaks side. • Suggestions for possible use included: • Space for art programs; • Space for local clubs to meet • Office space for community outreach services such as Duval Health Services, Veterans services & Small Business Association Dora Drive: This was viewed as very important for our resiliency plans and it was a clear priority. However, the property has issues. • Current owner has to clean up site • COAB would need a Hold Harmless clause if contamination found after purchase • Has there been an environmental impact study? • What is the cost and risk of a retention pond? • What are other options for controlling stormwater that the COAB engineer has suggested? Lifeguard Station: Almost all participants felt that this project is the most important. Of the 28 people, 20 believe that this project should come first. • COJ has provided $562,000 that needs to be used soon. • The health and safety of our lifeguards is important. There is mold in the building and not enough space for the lifeguards to take shelter during severe weather. • There needs to be storage for the emergency vehicles. • This project serves all of AB citizens by providing safety at the beaches. • COAB city manager or commissioners should appoint a specific leader during seasonal use. • The COAB engineer stated at the last commission meeting that he believes this project is important and suggested using the funds for Dora Dr property to be used for the renovation of the AB lifeguard station. The citizens at our meeting ranked what projects they felt were most important. The Lifeguard Station renovation was overwhelmingly voted as the most important and should be addressed first due to the timing of the COJ funding and the safety of the lifeguards and our community. By three votes, the Dora Drive project came in second. Many expressed concern that if we don't address resiliency now it soon will be too late. Almost Home was voted as the third priority. Although most people would like to have another community center, they believed the other projects should be done first. We hope that this information is helpful to you. It was unfortunate that you couldn't be in attendance but our meeting attracted a lot of controversy on social media. Apparently many people mistakenly thought that AB Preservation is a political group. That assumption is totally false. As a group, we have always been concerned with community issues and working with the city government to help solve them. That can easily be seen by the programs we have had from the very beginning of our L� formation and continues today.
