A RESOLUTION OF THE CITY OF ATLANTIC BEACH
RECOGNIZING BILLY POSCH, JUSTIN RODENKIRCH,
AND SCOTT SECKINGER
WHEREAS, on September 2, 1997, an Atlantic Beach resident suffered a seizure while
surfing in the ocean and nearly drowned after losing consciousness and disappearing beneath the
water; and
WHEREAS, through the heroic efforts of Billy Posch, Justin Rodenkirch, and Scott
Seckinger, the victim was pulled to the surface and transported to the beach where he could
receive first aid; and
WHEREAS, Scott Seckinger immediately contacted 911 to have emergency medical
services dispatched to the scene; and
WHEREAS, Bill Posch and Justin Rodenkirch administered emergency first aid to the
victim including Cardio Pulmonary Resuscitation; and
WHEREAS, the combined efforts of Billy Posch, Justin Rodenkirch, and Scott Seckinger
effectively saved the life of the victim through their application of emergency medical techniques
at the scene; and
NOW, THEREFORE, BE IT RESOLVED the City Commission of Atlantic Beach,
Florida, does hereby express its congratulations and appreciation to Billy Posch, Justin
Rodenkirch, and Scott Seckinger.
BE IT FURTHER RESOLVED that a copy of this Resolution of recognition and
appreciation be spread upon the official minutes of the City of Atlantic Beach and a certified copy
hereof be furnished to Billy Posch, Justin Rodenkirch, and Scott Seckinger.
Adopted by the City Commission of Atlantic Beach, Florida, this 13th day of October,
1997.
