WHEREAS, Officer Robert D. Bacon serves as a Police Officer for the City of
Atlantic Beach; and
WHEREAS, on February 8, 1996 Officer Bacon, along with Officers Kenneth M. Wilson
and Dane Smith arrested two suspects who were preparing to rob the Lil' Champ Store in
Atlantic Beach. One suspect, Dorian Scruggs, was armed with a .22 caliber pistol and was
charged with carrying a concealed firearm; and
WHEREAS, Officers Bacon, Wilson, and Smith were aware of the murder of Atlantic
Beach resident Stephanie Bowman, which occurred the week before, and they were also aware
that the murder weapon was possibly a .22 pistol. They seized the pistol Scruggs had in his
possession and notified the Jacksonville Sheriff's Office of his arrest; and
WHEREAS, as a result of the action of Officers Bacon, Wilson, and Smith to this
crucial evidence, Dorian Scruggs was ultimately captured. In addition, a robbery to the
convenience store by a subject who had already killed was stopped; and
WHEREAS,the City Commission recognizes that Officer Robert D. Bacon showed quick
response and good judgement in arresting Dorian Scruggs and notifying the Jacksonville Sheriffs
Office.
NOW, THEREFORE, BE IT RESOLVED the City Commission of Atlantic Beach,
Florida, does hereby express its congratulations to Officer Robert D. Bacon.
BE IT FURTHER RESOLVED that a copy of this Resolution of Recognition and
appreciation be spread upon the official minutes of the City of Atlantic Beach and a certified copy
hereof be furnished to Officer Robert D. Bacon.
Adopted by the City Commission of Atlantic Beach, Florida, this 14th day of October,
1996.
