1. CALL TO ORDER AND ROLL CALL
Meeting was called to order by Lisa Goodrich at 6:03 p.m.
2. APPROVAL OF MINUTES
Hillary Hickam made a motion to approve the minutes January 23, 2024, and January 30, 2024.
Jane Stevens second the motion.
A. Approve minutes of the Tuesday, January 23, 2024, and the Tuesday, January 30,
2024, Arts, Recreation, and Culture Committee meeting.
3. RECOGNITION OF VISITORS/PUBLIC COMMENTS
There were no visitors, or anyone present for public Comments.
4. ONGOING BUSINESS
A. Review of the Updated Programs Database
Latrenia provided ARCC with a copy of the events spreadsheet. She also shared that the
spreadsheet was updated. The Committee gave feedback on their idea of what the metrics
of each program and what it would intel. Lisa also mentioned that she would like to add
to the following agenda to give feedback in reference to the survey. Latrenia also shared
with the Committee as a courtesy reminder to make sure that members do not violate
Sunshine. Jane asked if the recent added members received the Sunshine training so that
are well aware of the expectations as a committee member. Jane also recommended
having a better on boarding process for incoming committee members. Commissioner
Ring gave examples of what is consider a violation of Sunshine and what wouldn't be
considered as a violation of sunshine.
B. ARCC Priorities Setting (revised)

Lisa asked the Committee to review the draft ARCC's 2024 Priorities from the January
30, 2024 workshop. She also shared that the committee would continue to meet the goals
of the priorities.
C. Commission & Priorities Meeting Report - Jane
Jane shared feedback from the Commission and Priorities setting meeting. She discussed
a list of priorities that the Commission discussed pertaining to the Cultural, Arts and
Recreation Department. She shared what was discussed in the Commission meeting in
reference to the lifeguard station, Dora Drive and the property on 100 1 st Street. She also
shared that ARCC should take interest in the 100 1st str. property to help expand
programs in Recreation. Jessica Ring shared additional information about the property
that the City is the process of purchasing. She also gave an update on the lifeguard station
and Dora Dr. She encouraged the Committee to share their ideas to the Commission
about the 100 1 st str. property.
D. Upcoming Grant Cycle Calendar
Lisa discussed the dates for the key timeline that the Committee agreed on for the fiscal
year 2024 -2025 grant period. She requests for members to mark their calendars to be in
attendance for the presentation dates on August 30, 2024. Jane asked if an applicant for
the grants isn't available to attend the scheduled date for presentations, is there a
secondary date for them to attend? Latrenia response was the committee could
recommend the applicant to attend the following ARCC meeting to give their
presentation.
E. Proposed Fee Structure
Lisa discussed the notes from Linda Lanier draft from the fee structure workshop. She
also shared it is now in the hands of the staff to move forward on restructuring the
Recreation fees. The Committee discussed the agenda for the February 27th workshop.
Lisa asked for each Committee member to draft a wish list to discuss at the March 5th
workshop.
F. Turtle Crawl - Lisa Goodrich
Lisa shared her idea on the Turtle Crawl would tie into the ARCC priorities on having a
Disney style map of the parks. She also discussed there would be thirty turtle sculptures
in varies locations throughout the city. She also mentioned that the Committee would
provide research about the turtles as well as the historically significant of its location for
each sculpture. Jane shared her feedback on plenty of ways to allow the community to
help provide input for the turtle crawl.
5. NEW BUSINESS
A. Funding Request to Open Centers on Non -Boys and Girls Club Days
Latrenia shared that the agenda item is on Kevin Hogencamps radar and he's aware of
the Boys and Girls Club to have centers open during the school year on non -Boys and
Girls Club days.

Jane gave a handout to each member recommending electronic folder that would be a
historical file on each grant organization / schools.
