A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA
AUTHORIZING THE DONNER COMMUNITY DEVELOPMENT
CORPORATION TO ACT AS THE CITY'S AGENT IN THE
ADMINISTRATION OF THE COMMUNITY DEVELOPMENT
BLOCK GRANT PROGRAM; SETTING OUT THE AREAS OF
RESPONSIBILITY OF THE CITY AND OF THE DCDC.
WHEREAS, The City Commission of the City of Atlantic Beach recognizes the
abilities of the Donner Community Development Corporation to enhance public
participation in the revitalization of the Donner Subdivision neighborhood, and
WHEREAS, The City Commission of the City of Atlantic Beach desires to support
the Donner Community Development Corporation by providing additional
experience in the administration of grant monies, and
WHEREAS, The Donner Community Development Corporation has proposed to
the City that it be permitted to provide the administration of the City's CDBG
Rehabilitation program for the 1995/1996 budget year,
NOW, THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF ATLANTIC BEACH, FLORIDA, AS FOLLOWS:
SECTION 1. The Donner Community Development Corporation is
authorized to act as the Project Administrator of the Community Development
Block Grant Rehabilitation Program of the City of Atlantic Beach.Project
Administration shall constitute:
a) The development of proposed budgets for submittal to the City
Commission,
b) The processing of applications for rehabilitation,
c) The coordination of inspections of work sites,
d) The preparation of bid documents, per Chapter 2 of the Code of
Ordinances of Atlantic Beach,
e) The preparation and submittal of payment requests to the City, per
the established purchasing policies of the City of Atlantic Beach,
f) The preparation of monthly and year end reports on the progress of
the program.
SECTION 2. The City shall provide oversight, supervision, technical
assistance and financial responsibility for the program. The contract for CABG
funds shall be between the City of Atlantic Beach and the City of Jacksonville as
established by the Interlocal agreement. Payment requests shall be processed by
the City of Atlantic Beach and reimbursements from the City of Jacksonville shall
be made to the City of Atlantic Beach.
SECTION 3. This arrangement may be continued in subsequent contract
years by Resolution of the City Commission of the City of Atlantic Beach.
