A RESOLUTION OF THE CITY OF ATLANTIC BEACH,
FLORIDA, OPPOSING THE REZONING AND LAND USE
CHANGE OF A PART OF THE LAND DESIGNATED AS
HANNA PARK FROM RECREATIONAL OPEN SPACE (ROS)
TO GOVERNMENTAL USE (PBF) FOR THE EXPRESS
PURPOSE OF ALLOWING THE CONSTRUCTION OF A
DELINQUENCY SHELTER
WHEREAS, the current land use is for recreational use in
conjunction with the Hanna Park facility; and
WHEREAS, Hanna Park is located in a densely populated area of
Jacksonville with few other recreational facilities, and is widely
used by local residents as well as residents from all parts of
Jacksonville; and
WHEREAS, the change of the land use and zoning would deprive
the citizens of Jacksonville of recreational opportunities in their
neighborhood; and
WHEREAS, the City of Atlantic Beach has had to provide these
recreational opportunities for those Jacksonville citizens.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF ATLANTIC
BEACH, FLORIDA, AS FOLLOWS:
Section 1 . The Atlantic Beach City Commission strongly opposes
the rezoning of any portion of Hanna Park and encourages the City
of Jacksonville, to retain its present recreational use.
Section 2. The Atlantic Beach City Commission recommends that
the City of Jacksonville provide monies to develop this parcel into
an active area to meet the needs of the Jacksonville citizens.
Section 3. This Resolution shall take effect immediately upon
its adoption.

portion of Hanna Park for use by the HRS for a marine institute. According to Ray Newton this
property (see attached)will need to be rezoned from ROS to PBF.
Please proceed to have this property rezoned to PBF.

Dear Ms.. D'Alisera,
This letter is intended to confirm this department's
interest in utilization of the Mayport maintenance area of Hanna
Park as a prospective site for a new Associated Marine Institute
program. Because of the success of the Jacksonville Marine
Institute on Beach Boulevard and the increasing need to provide
alternative educational approaches to youth at risk, the
department has been granted funding to develop a second Marine
Institute in the Jacksonville Community. We are enthusiastic
about the possibility of siting this program in the Mayport
location and look forward to the partnership with you to develop
that program, providing benefit to Hanna Park and the Mayport
Community.
As background information the Associated Marine Institutes,
Inc. , was founded in 1969 in Florida. AMI is a public, non-
profit organization and operates both residential and non-
residential programs in seven states, including Florida, Texas,
South Carolina, Delaware, Louisiana, Maryland and Virginia.. The
institutes serve troubled boys and girls, 15 - 18 years of age,
whose behaviors present them to be at risk and involved in the
Juvenile Justice system.
The youth in AMI programs participate in a core curriculum
with oceanography and earth sciences, seamanship, diving,
aquatics, physical education, academic and vocational education.
Each program uses the special talents and interests of their
staff to provide classes that motivate the students. Many of the
youngsters entering the program require remedial education. The
7: 1 student/instructor ratio permits a curriculum individually
designed for each student. The youth skills are evaluated and a
needs assessment is developed to build on strength and improve
areas of weakness. The instruction is organized so that half of
the youngsters time is spent in a classroom situation and the
other half is spent in the field of actual "hands on"
experiences.

Along with academic and vocational skills building,
appropriate positive behavior is encouraged and rewarded. Youth
earn points for course accomplishments and completions,
attendance, participation, enthusiasm, leadership and a number of
other criteria.
One of the primary goals of each institute is to improve
academic skills such as reading comprehension, mathematics and
language, when appropriate students are assisted in preparation
for the GED.
The AMI Institutes have been highly successful in
accomplishing their three primary goals for troubled youth:
1) to reduce or eliminate recidivism, 2) to increase vocational
skills and 3) to increase academic skills.
In 1980 the Associated Marine Institute, Inc. , initiated the
environmental projects division. The projects are designed to
provide the institute youngsters with valuable hands on
experience and employability skills building while completing
beneficial environmental projects. These projects are created
through an innovative merger of private business funding with
AMI's non-profit status. Since 1980 over 1, 000,000 plants have
been installed by youngsters on various environmental work
projects. The results have been very successful for the
students, the environment and the individuals, businesses and
agencies for which the work was done. We would see this as a
prime contribution to Hanna Park and the Mayport community.
I thank you for your assistance in developing the
possibility of the Marine Institute being located in Mayport and
look forward to working with you on this project. If any further
information is needed, please advise. We would hope that a lease
can be expeditiously executed and this project pursued, as the
need is great for this educational program to be opened.
