RESOLUTION NO. 94-30
A RESOLUTION OF THE CITY OF ATLANTIC BEACH
CREATING THE ATLANTIC BEACH TEEN COUNCIL TO BE
COMPOSED OF FIFTEEN ( 15) MEMBERS WHO SHALL
SERVE WITHOUT COMPENSATION; PROVIDING FOR THE
APPOINTMENT OF MEMBERS AND FILLING OF
VACANCIES; PROVIDING TERMS THEREOF; PROVIDING
FOR THE STRUCTURE OF THE COUNCIL AND PROVIDING
AN EFFECTIVE DATE
WHEREAS, it is recognized by the City Commission of the City
of Atlantic Beach, Florida, that the teenagers of this municipality
need and desire recreational activities and programs;
WHEREAS, the Atlantic Beach City Commission recognizes the
importance of the involvement of teenagers in their community and
desires to provide an avenue for such involvement and
participation.
NOW, THEREFORE, be it resolved by the City Commission of the
City of Atlantic Beach, as follows:
SECTION 1 . Creation, Composition, Term, Qualification and
Vacancies.
There is hereby established A Teen Council composed of fifteen
members appointed by the Mayor and confirmed by the City
Commission. All members of the Teen Council will be at least
thirteen ( 13 ) and no more than nineteen ( 19 ) years of age at the
time of appointment, will be residents of the City and shall serve
without compensation. Each member shall serve no more than two
two-year terms as a member of the Teen Council. In the event of a
vacancy a replacement will be appointed by the Mayor and confirmed
by the City Commission for the unexpired portion of the term. A
board member appointed to serve the unexpired term may be
reappointed to one additional term.
SECTION 2 . Duties
The Teen Council shall act in an advisory capacity to the City
Commission and shall make recommendations to the City Commission on
the following subject areas:
( a) All teen activities and programs sponsored or approved by
the city;
(b) Development of plans for future teen programs or expansion
of existing programs proposed to be sponsored by the city.
All such recommendations which require funding must identify
a funding source.
(c) All events sponsored or approved by the city for teen
entertainment.
(d) Any other area sponsored by the City Commission.

SECTION 3. Liability to City.
Nothing in this Resolution or otherwise shall be construed as
authorizing and empowering the Teen Council to impose any
liability of any nature, financial or otherwise, upon the City.
The powers of the Teen Council shall be advisory only.
SECTION 4. Organization; Officers.
The Teen Council shall have the authority to organize themselves
and appoint a chairman, vice chairman, and any such officers as
they deem advisable. Furthermore, the Teen Council may adopt by-
laws to govern the conduct of their business.
SECTION 5. This resolution shall take effect immediately upon
its final passage and adoption.
