Meeting was called to order by Lisa Goodrich at 6:03 p.m.
2.APPROVAL OF MINUTES
Hillary Hickam made a motion to approve the minutes January 23, 2024, and January 30,
2024. Jane Stevens second the motion.
A.Approve minutes of the Tuesday, January 23, 2024, and the Tuesday, January 30,
2024, Arts, Recreation, and Culture Committee meeting.
3.RECOGNITION OF VISITORS/PUBLIC COMMENTS
There were no visitors, or anyone present for public Comments.
4.ONGOING BUSINESS
A.Review of the Updated Programs Database
Latrenia provided ARCC with a copy of the events spreadsheet. She also shared that
the spreadsheet was updated. The Committee gave feedback on their idea of what the
metrics of each program and what it would intel. Lisa also mentioned that she would
like to add to the following agenda to give feedback in reference to the survey. Latrenia
also shared with the Committee as a courtesy reminder to make sure that members do
not violate Sunshine. Jane asked if the recent added members received the Sunshine
training so that are well aware of the expectations as a committee member. Jane also
recommended having a better on boarding process for incoming committee members.
Commissioner Ring gave examples of what is consider a violation of Sunshine and
what wouldn't be considered as a violation of sunshine.

Lisa asked the Committee to review the draft ARCC's 2024 Priorities from the January
30, 2024 workshop. She also shared that the committee would continue to meet the
goals of the priorities.
C.Commission & Priorities Meeting Report - Jane
Jane shared feedback from the Commission and Priorities setting meeting. She
discussed a list of priorities that the Commission discussed pertaining to the Cultural,
Arts and Recreation Department. She shared what was discussed in the Commission
meeting in reference to the lifeguard station, Dora Drive and the property on 100 1st
Street. She also shared that ARCC should take interest in the 100 1st str. property to
help expand programs in Recreation. Jessica Ring shared additional information about
the property that the City is the process of purchasing. She also gave an update on the
lifeguard station and Dora Dr. She encouraged the Committee to share their ideas to the
Commission about the 100 1st str. property.
D.Upcoming Grant Cycle Calendar
Lisa discussed the dates for the key timeline that the Committee agreed on for the fiscal
year 2024 -2025 grant period. She requests for members to mark their calendars to be
in attendance for the presentation dates on August 30, 2024. Jane asked if an applicant
for the grants isn't available to attend the scheduled date for presentations, is there a
secondary date for them to attend? Latrenia response was the committee could
recommend the applicant to attend the following ARCC meeting to give their
presentation.
E.Proposed Fee Structure
Lisa discussed the notes from Linda Lanier draft from the fee structure workshop. She
also shared it is now in the hands of the staff to move forward on restructuring the
Recreation fees. The Committee discussed the agenda for the February 27th workshop.
Lisa asked for each Committee member to draft a wish list to discuss at the March 5th
workshop.
F.Turtle Crawl - Lisa Goodrich
Lisa shared her idea on the Turtle Crawl would tie into the ARCC priorities on having
a Disney style map of the parks. She also discussed there would be thirty turtle
sculptures in varies locations throughout the city. She also mentioned that the
Committee would provide research about the turtles as well as the historically
significant of its location for each sculpture. Jane shared her feedback on plenty of
ways to allow the community to help provide input for the turtle crawl.
5.NEW BUSINESS
A.Funding Request to Open Centers on Non-Boys and Girls Club Days
Latrenia shared that the agenda item is on Kevin Hogencamps radar and he's aware of
the Boys and Girls Club to have centers open during the school year on non-Boys and
Girls Club days.

3.TOPIC TURTLE CRAWL
A.Broad vision for the project
Expected outcomes – connectivity
What does success look like?
Lisa shared the example of the Mice on Main project in Greenville SC. Her belief for
the Turtle Crawl would be to implement a project similar to the Mice on Main project.
The expected outcome outcomes would be to create connectivity throughout the parks.
The success would be based on having a great marketing plan, public and private
sponsorship of each turtle. The goal is to have six different types of turtles and a total
of thirty turtle sculptures will be located throughout Atlantic Beach. The sculptures
information for each sculpture would be accessed digitally through an app. Each turtle
would provide education on the type of turtle as well as the history of the location.
B.Identify locations
Name resources – who can help?
The Committee brained stormed ideas on the possible locations for the thirty turtles.
Jane recommended to choose a location with native plants as a possible location for a
turtle. It was also discussed having a turtle at all the parks in Atlantic Beach.

The Committee generated a list of different locations that could be geographically
spread out to be fitting for a bikeable community. Suggestions such as Selva Preserve,
One Ocean, ABE, the old Bull Airport, the location of the former railroad station, the
oldest home in Atlantic Beach, the location of the former Continental Hotel, Adele
Grage, Beaches Theater, a beach walk over, a native garden, the intercostal bridge,
Dutton Island Preserve, Tide Views, Jordan Park, the biggest heritage tree, the
Vooswar, Donner Park, the Gail Baker Center, Jack Russell Park, Beaches Veterans
Park, the Lifeguard station, Bull Park and two in Howell Park.

D.Decide on kinds of turtles
Three land tortoises
Three sea turtles
The Committee discussed the many different types of turtles. A variety of turtles that
ranged from endangered, local, land and water. Lisa recommended for the committee
members to do research on the suggested turtles of their choice.
E.Research turtles/tortoises
The Committee also suggest speaking with someone from the Beach Sea Turtle Patrol
to collect information on the turtles. It was also recommended to reach out to Mayport
Coastal Science Middle school to collect information on different types of turtles as
well.
F.Design and construction of turtles
Lisa mentioned Jenny Hager from UNF whom provided her with the estimate for
putting together each turtle. She also mentioned that Jenny's team is responsible for
putting together the sculpture park in Jax Beach. She would like to ask Public Works to
lay the slabs of concrete to station the turtles on.

G.Designing the plaques and QR codes
Hire a graphic designer
The Committee discussed seeking different graphic and web designer companies. Lisa
volunteered to put together a list of companies to request bids for the web and graphic
designer. Latrenia recommends speaking with Kevin since he's in charge of managing
the City's website. She explained that Kevin would be able to advise Lisa on ideas for
the website.

Lisa mentioned she would speak with Kevin first in regard to the website.

Timeline
There was a suggestion to publish the Turtle Crawl in the newsletter in the City's
monthly water bill.
J.Design and print maps
Look at parks master plan – can we use their maps?
It was suggested to review the updated parks master plan and to include the maps of
the locations on the website.
K.Investigate public private partnerships
Should we solicit sponsorship from individuals or businesses?
The Committee agreed to solicit sponsorship from individuals or businesses.to show
support from sponsorships.
L.Research and pursue grant opportunities?
Can we engage the City’s grant writer?
Lisa mentioned that she will continue to seek Grant opportunities from the latest
edition of the SMARTGrants.
M.Timeline and next steps
Who will do what?
When do we want to launch?
When do we meet again?
Lisa shared that she would draft the notes from the workshop with suggestions of
things that are needed to be tasked amongst the Committee.

Jane suggested asking certain departments in the city what they can provide to support the
Turtle Crawl.
