Beaches Fine Arts Series 4th concert of the 50th anniversary season on Sunday,
February 5 at 4:00 pm. Doors open at 3:15 pm

A.Approve minutes of the December 13, 2022 Arts, Recreation, and Culture
Committee meeting.
3.RECOGNITION OF VISITORS/PUBLIC COMMENTS
No visitors were present at this time.
4.ONGOING BUSINESS
A.Welcome new Committee member Hillary Hickham and New Commission
Liaison Jessica Ring (An & Latrenia)
An O. welcomed Hillary to the Committee and asked Hillary to share some of her
background. Jessica Ring was also introduced as the new Committee liaison and shared
a little of her background as well.
B.Upcoming Priority Workshop Homework (Latrenia / Linda)
An O. discussed the homework assignment for the ARCC Priorities Workshop that was
requested from Linda Lanier. She also informed the Commitee to forward their
assignment to Latrenia to send to Linda.
C.Jordan Community Center Report / Staff Changes / Openings in the Department
(Latrenia)
Latrenia shared that there are open positions in the Recreation Department due to the
recent separation of former staff Dee Davis. She explained that the current staff and

herself are filling in to make sure the Centers are still functioning. The Committee also
discussed programs currently operating in the centers and partnering with local
organizations such as the Boys and Girls Club for students in the community to have
access to structured programs.
5.NEW BUSINESS
A.Recommendation of Outsourcing of the After-school Programs (Jane)
Jane gave a breif summary on her trip to the Beaches Boys and Girls Club. She shared
how the program was so well structed and how it would be beneficial to allow students
in the Atlantic Beach Community Centers to attend if the city would partner with the
organization to provide pick up and home drop off for students.
B.$3,000 Homeless Service Assistance (Latrenia)
Latrenia shared her discussion with Kevin H. in regard to the request to use some of the
surplus from the ARCC Grant Funding to assist with the cold shelter nights. An O.
announced to do a round of comments for each Committee member to see if there
would be a need to vote on the request. Committe members gave their feedback, they
also shared their individual feelings about the request and stated if they approve or
decline the request.
C.Community Volunteers, Partnerships and Programs Invite to ARCC Meeting in
March (Latrenia)
Latrenia shared that she wanted to invite all the local organizations that assist in our
community centers to attend March 14th ARCC meeting to share with the Committee
of their role and how they assist.
6.OPEN ITEMS / FOLLOW UP
A.Volunteer Program Update (Joe)
Joe shared that he has met with Latrenia to discuss recruiting volunteers from the
Rotary Club. He is continuing to look at different local organizations and how they
manage their volunteers.
7.OTHER AGENDA ITEMS/ANNOUNCEMENTS
A.ARCC Priority Settings Workshop scheduled on Tuesday, January 24, 2023

B.Next ARCC meeting scheduled on Tuesday, February 14, 2023
An O. requested at the next meeting to get an update from the liaisons and the Grant
Recipients progress. She also wanted to follow up on the data base of programming
and request for it to be on the ARCC March agenda.

3.TOPIC - PRIORITIES SETTING MEETING
A.Overview of Nominal Group Process, Urgent / Important Matrix SMART
framework
Linda Lanier shared with the committee the following ground rules: Trust the Process, be
succinct, on task, don’t interrupt or criticize, No war stories, LML impartial (Linda M.
Lanier). She also gave a breakdown of the Eisenhower model for the Committee to
keep in mind during the process. Linda gave an overview of the SMART framework.
The role of ARCC was read to the Committee members from the adopted ARCC
resolution.
B.Review and discussion of responses from Committee members according to
subject areas
Linda went over the individual goals that were submitted by the committee members.
The goals were separated into the following sections:
Programs that are Accessible,
Quality of Life (Resources),
High Quality
Other

Committee members explained their views in regard to select goals.
C.Break
Individual committee members vote for priorities.
Each Committee member was given a color of dots to use for voting on their top goals.
Each member was able to cast eight votes.
D.Discussion and second round of voting to work through priorities in each subject
area generate collective, agreed upon goals for 2023
Linda did an overview on the Committees selection. Commitee members were asked to
use eight dots to cast their votes on the available goals.
E.Next Steps
Linda recommended for Latrenia to compile the results to set the priorities for ARCC
to discuss in the next Commitee meeting. The committee would further discuss the
priorities in order to put together a proposal to present to the Commission.
