Page 2 of 5 Arts, Recreation, and Culture Committee (ARCC) August 8, 2023 MINUTES Arts, Recreation, and Culture Committee (ARCC) Meeting Tuesday, August 8, 2023 - 6:00 PM Commission Chamber Present:Jane Stevens, ARCC Member Hillary Hickam, ARCC Member Mary Mullahey, ARCC Member Joseph Schwarz, ARCC Member Absent:An Oskarsson, ARCC Chair Lisa Goodrich, Member Carol Silcox, Member Wally Sears, ARCC Alternate Member Also Present:Latrenia Thomas, Recreation and Cultural Arts Director (RCAD) 1.CALL TO ORDER AND ROLL CALL Jane Stevens called the meeting to order at 6:05 p.m. 2.APPROVAL OF MINUTES A.Approve minutes of the July 11, 2023, Arts, Recreation, and Culture Committee meeting. 3.RECOGNITION OF VISITORS/PUBLIC COMMENTS Heather Markaj shared that she received concerns about the pickleball court lights being on until 12 a.m. at Donner Park. Her request was to receive some clarity on the time for the lights to be scheduled to turn off. Ms. Markaj also inquired in reference to the Committee's involvement with the expansion of the pickleball courts at Donner Park. Jane S. shared that in the previous Commission Meeting, a request to open the parks master plan was a topic of discussion. She mentioned the city is trying to find a passage that satisfies the majority of individuals. Joe S. shared the role of the Arts, Recreation and Cultural Committee and how they advise the Commission in regard to art, culture and recreation in Atlantic Beach. 4.ONGOING BUSINESS A.Open Discussion of the New and Returning Grant Applicants Returning Nova Dance and Wellness Mayport Middle School Shark Bites Face4Kids Connecting Thru Music Brush Up Canvas Painting Class Fletcher Band Agenda Item #2.A. 12 Sep 2023 Page 3 of 5 Arts, Recreation, and Culture Committee (ARCC) August 8, 2023 ABE Cultural Arts Day / Afterschool Enrichment Beaches Fine Art Series New Age Hippy PossAbilities Plus Surfear NEGRA / Jax Board Riders New Applicants First Coast Comedy Improv Education for Middle and High School Beaches Museum Harcourt Bull Collection Preservation No Sleep Till - Film Powerfully You Nature Program Flagler's Railway & the Continental Hotel Exhibit Florida Fiddle Fest FAME for Mayport Seaperch Underwater Robotics Preventative Health Care Latrenia explained the cause for the changes to the Grant Presentation dates and asked the Committee to select a date and time that would be feasible for the majority. Latrenia and the Committee agreed to schedule presentations on Tuesday, August 22, 2023, from 9:00 am - 6:00 p.m. Committee members discussed each grant applicant to determine who would be approved to move forward to present before the Committee at their next meeting. The Committee discussed their thoughts on new programs and if it would be considered under the scope of the Arts, Recreation and Cultural Committee. Latrenia recommended for the Committee to submit any questions they have for applicants to reduce the time with presentations. B.Review of the Departments Programs, Grants and Events Database Programs Due to limited time this agenda item would be discussed at the next ARCC meeting. 5.NEW BUSINESS 6.OPEN / FOLLOW UP ITEMS A.Volunteer Program Jane S. inquired about the status of the Volunteer Coordinator position. Latrenia shared that Kevin H. is currently working with her to determine the placement of the position, but it is currently operating under the scope of Cultural, Arts and Recreation until further notice. She also mentioned that it's possible that it would be placed under the role of existing staff in the department. Jane S. asked Jessica Ring if she would follow up with Kevin H. in regard to the status of the position. 7.OTHER AGENDA ITEMS/ANNOUNCEMENTS Jane shared what she gathered from the previous Commission meeting. She mentioned Agenda Item #2.A. 12 Sep 2023 Page 4 of 5 Arts, Recreation, and Culture Committee (ARCC) August 8, 2023 Pickleball was a topic of discussion and how the Commission recommended reopening the parks master plan. She also mentioned that there was some pushback in regard to the pickleball expansion due to noise complaints. Jane mentioned an attendee's comment during courtesy of the floor and how it was in regard to the allotted grant funds in the budget.
