1. CALL TO ORDER AND ROLL CALL
The meeting was called to order at 6:00 p.m. by Chair Hansen.
2. OLD BUSINESS
A. Workshop Discussion of Chapter 24 (Land Development Code) updates
COMMERCIAL DEVELOPMENT STANDARDS (page 138)
Proposed to apply these standards to all commercial property in the city and not just the
Mayport Commercial Corridor. Add language for drive-through facilities and minimum
building frontage. Proposed adding language for restaurants for have overhead or bay
doors. Changes being made to facades allowing 25% to be metal clad or corrugated
metal.
Mr. Arthur explained that he met with Staff and went through Chapter 24. He said that
in regard to Section 24-171 he sees the mechanism for the change is removing the
definition of commercial corridor. Mr. Arthur said the intent is to apply this to all
commercial properties. He said you're implementing design standards that were meant
for the commercial corridor and applying them to all commercial zoning and he was
concerned there would be unintended consequences that would be far reaching. Mr.
Arthur said he was uncomfortable expanding the original intent for the first 100 feet and
redefining the design standards to apply to all commercial zoning. Ms. Lagner agreed
and asked Staff why this was being changed. Planner Broedell said it was to prevent
future building of warehouse buildings. Director Askew added that a lot of the side
streets off of Mayport Road are commercially zoned and then there is no buffer between
the commercial zoning and the residential district. She said developers come in and are
putting up industrial looking buildings. Director Askew said the intent is to soften the

look for a more residential feel. She said that Jacksonville Beach has a few design
standards but not as many. Mr. Arthur said he didn't want to tie an improper use of a
building to the methodology of the building. Director Askew said this would alleviate
some of the improper uses. She said Staff was trying to alleviate design aspects that
don't blend with the residential surroundings. Mr. Arthur said it's hard to legislate good
style without diminishing private property rights. Ms. Lagner said that when people
bought in these areas, they knew what they were buying into. Ms. Golombek asked if
there was a way the language could be less restrictive. Director Askew said Staff can
rework the language and bring it back to the Board. Mr. Haynie asked if the Board
thought the language was too onerous. Mr. Arthur said he thought the original intent,
being for the corridor and now being applied to all commercial districts, doesn't take into
consideration private property rights. Mr. Haynie said he didn't have a strong opinion
either way. Mr. Arthur said he would rather incentivize change instead of imposing
restrictions. He said someone who already owns a commercial property could be
affected when it comes time to sell that property. Ms. Farford didn't feel like a minimum
roof pitch would infringe on private property rights. Chair Hansen said that the Mayport
Corridor is the area that has the heaviest industrial area, and he understands why there is
a need for design standards. Mr. Haynie didn't believe that he didn't think these proposed
changes were taking away property rights. Director Askew said that Staff will rework
the language and bring this section back to the Board.
RESIDENTIAL DESIGN STANDARDS (page 143)
Proposed adding language regarding bump outs to avoid encroachment into neighboring
setbacks. Clarifying language to prevent tall vertical side walls on the exterior of homes.
MAYPORT BUSINESS OVERLAY DISTRICT (page 150)
Proposed removing permitted uses of on-site repairmen and minor automotive repair.
Removing language and adding new language regarding landscaping. Changes to the
required amount of shade trees.
MINOR PLAT APPROVAL (page 168)
Proposed adding a section for minor plat approval and the requirements. These requests
would go straight to the City Commission.
DESIGN AND CONSTRUCTION STANDARDS (page 177)
Proposed adding a section on purpose and intent.
TRANSPORTATION ANALYSIS (page 178)
Proposed adding language to require a transportation analysis for any new development
that is estimated to generate 500 or more daily trips or 50 or more peak hour trips to
determine if roads would be affected.
SIDEWALKS (page 179)
Proposed adding language regarding development standards for sidewalks.

STREETS (page 179)
Proposed adding language regarding development standards for streets. Some of the
standards are from DOT minimum requirements. New language for subdivisions and
stormwater drainage design.
UTILITIES (page 182)
Proposed language for underground utilities.
PROTECTION OF WETLAND, MARSH AND WATERWAY RESOURCES
(page 189)
Proposed changes to clarify language regarding buffers and removal of language
regarding single family lots. New subdivisions would be subject to 50 foot buffer instead
of the 25 foot buffer.
Mr. Arthur asked if a joint meeting with the City Commission was on the calendar.
Director Askew said the City Manager hasn't given Staff a date yet. She said the Board
can go ahead and bring this forward with conditions which can include any sections that
the Board doesn't want to approve. Director Askew said the Comp Plan (since it has a
deadline) has been pulled out and the Board will be making a recommendation at the
next meeting on May 21. Ms. Lagner told the Board that they can watch the video of
when the previous changes were made dated February 11, 2019 and February 25, 2019.
