Studio in the building 469 Atlantic Blvd. Raptors Tattoo Studio’s core heart and interest lies in
the art and how our craft brings beauty to our clients lives and community. Our goal with
Raptors Tattoo Studio is to provide our clients with a clean safe environment where they feel

Raptors Tattoo Studio is a small startup business, veteran owned by husband-and-wife Amelia
and Adam Painton. Adam is from Arizona and Amelia is from Utah. Adam had been active duty
for 6 years; he is driven with a strong work ethic and has always been dedicated to giving his
best in any situation thrown his way. Amelia is a successful and creative tattoo artist who has
been tattooing for 9 years. Amelia has opened and managed a shop in Utah for 5 years. She has
also tattooed as a guest artist at conventions and multiple shops around the USA including New
York, Colorado, and Oregon, New Mexico, Arizona, Las Vegas, and Washington. Amelia has
also tattooed as a guest artist at shops in Paris France, Tokyo Japan, Phuket Thailand, Perth
Australia, and Saigon Vietnam.
All of Raptors Tattoo Studio staff will adhere to a shop policy that includes drug free, alcohol
free, no drama, no discrimination, no inappropriate or abusive language. There will be no gang
related tattoos, no tattooing intoxicated (of any kind) clients and we ask our staff to follow an
appropriate dress code, with expectations of behavior. With the use of these guidelines, we hope
to promote a high end positive and safe environment in our business and community.
As part of our community involvement and future goals for Raptors Tattoo Studios we would
like to volunteer at local arts and community events, teach painting classes, gallery showings,
and private artist experiences. Atlantic Beach is a beautiful area, and we love the community
feeling that is peaceful and supportive. We hope to be a member of the business community with
your approval.

Your request will be on the February 15th meeting. This is what to expect during the variance process:
The CDB meeting will be on February 15th at 6PM in Commission Chambers at City Hall.
The city will post a sign about the meeting on the property at least 10 days prior to the hearing.
The city will mail all property owners within 300 feet a notice of the 2/15 public hearing at least 14
days prior to the hearing.
Staff will give a brief presentation/overview of your request to the CDB on 2/15 (staff does not

Raptors Tattoo Character Statement
When I first moved to Jacksonville I was in desperate need of a new tattoo and scoured the internet
looking for a place that I could make MY tattoo shop. After searching high and low I was unable to find a
place that fit both my style and atmosphere, so I was in the limbo of having to potentially try out
different shops with the risk of getting shoddy work done. As luck would have it I met, one the two
proprietors of Raptors Tattoo Studio, Adam Painton. Before needle was even put to skin, I was blown
away by the customer care I was given. When I say customer care, I do not mean simply responding to
me rather they were more than willing to work with my schedule so that I wasn’t feeling rushed or
delaying it so much that I felt blown off. Upon arriving to the studio my artist Amelia Painton thoroughly
exceeded all expectations I had when it comes to the artist/canvas relationship. My sketch was done
days prior and multiple stencils of varying sizes were waiting for me when I got there. Amelia went out
of her way to ensure that I liked the sizing and placement, to the point where she refused my answer of
“yeah, that’s fine” by emphasizing to me that a tattoo is a very permanent marking on the skin, and she
wanted me to absolutely love everything about where it was. Mind you, I had multiple tattoos prior to
this point but no artist had ever taken the time to give that much care to make sure I was confident and
comfortable with something as mundane as the stencil. The one thing other than the artistry itself that
truly blew me away was the attention to clean and safe practices that Amelia uses and shows you that
she uses. Anytime I have been tattooed at Raptors I am shown all the inks, the lubricant being used, and
each needle being pulled out of the packaging. For me that was a dead giveaway that the people at
Raptors care less about making a quick dollar but opt to guarantee that each client is comfortable and
conscientious of every step of the process. All of this happens before the machine is even turned on.
Now we can talk about the art itself and the one word that comes to mind is extraordinary. I had been
to Raptors about 3 times to get small pieces in various areas but finally decided it was time for a big one.
All I had was a vague idea of what I wanted but knew what I didn’t want. I reached out to Amelia with
what I had in mind and booked an appointment about a month down the line. I received a message or
picture of part of a sketch roughly every other day. Where with some of my previous artists I didn’t get
to see the finished drawing until the day of the deed. On the day of getting the tattoo that now
dominates the greater part of my forearm, I was even told that if I didn’t like the stencil, we could start
back from square one. I ended up being completely flabbergasted that the idea I had been toying with
for so long had come to life in ways I never even expected. Throughout the entire five and half hour
piece I was “checked on” every 30 minutes to make sure I was ok and could continue without being in
an excess of pain or discomfort. Raptors Tattoo Studio and all who work in it have an almost
superhuman ability of blurring the line between artist/canvas by making every person that becomes a
client feel like part of the Raptors crew. Of the dozens of acclaimed studios that I have been to in the US,
Raptors is the one and only that I will continue to go to no matter where I am. I have the utmost
confidence when I tell others about their work and highly recommend them to book an appointment. I
have yet to meet a client of Raptors that was disappointed with the artistry and care that was given to
them.

Boulevard. This property is within the
Commercial General (CG) zoning district and is
located on the corner of Atlantic Boulevard and
Sylvan Road. The property is surrounded by
commercial uses to the east and west and has
vehicle parking in front of the building with access
to Atlantic Blvd and Sylvan Rd. Properties to the
north are zoned residential

CONSIDERATIONS
The Code defines a use-by-exception as “a departure from the general permitted uses set forth for the various
zoning districts, which if limited in number such that these uses do not dominate an area, and when subject to
appropriate conditions, may be acceptable uses in the particular area.”
- In the last six years, there have been four tattoo or body artist studios approved. In 2016, a body
piercing studio was approved at 469 Atlantic Blvd. In 2018, a permanent makeup and tattoo studio
was approved at 725 Atlantic Blvd and a permanent makeup studio was approved at 1021 Atlantic
Blvd. In 2020, a permanent makeup, piercing, and tattooing studio was approved at 695 Atlantic
Boulevard.
Section 24-63(d): The review of any application for a use by exception shall consider each of the following:
Note that this is an existing building and some considerations may not be applicable.
(1) Ingress and egress to property with particular reference to vehicular and pedestrian safety and
convenience, traffic flow and control and access in case of fire or catastrophe.
(2) Off-street parking and loading spaces.
(3) The potential for any adverse impacts to adjoining properties and properties generally in the area
resulting from excessive noise, glare and lighting, odor, traffic and similar characteristics of the use-by-
exception being requested.
(4) Refuse and service areas, with particular reference to items [subsections] (1) and (2) above.
(5) Utilities, with reference to locations, availability and compatibility.
(6) Screening and buffering, with reference to type, dimensions and character.
(7) Signs, if any, and proposed exterior lighting, with reference to glare, traffic safety, economic effects
and compatibility and harmony with properties in the district.
(8) Required yards, impervious surface ratios and other open space regulations.
(9) General compatibility with adjacent properties and other property in the surrounding Zoning District
as well as consistency with applicable provisions of the Comprehensive Plan.
(10) For those properties within the commercial corridors, consistency with the intent of section 24-171,
commercial corridor development standards.
Comprehensive Plan: According to the 2030 Comprehensive Plan, this property is located within the
Salt Air Business District future land use designation. This general area was originally developed by the
Saltair Development Corporation in 1925. Today this area reflects a mixed development pattern that
transitions between the historic Town Center and suburban retail to the west along Atlantic Boulevard
with Sturdivant Avenue to the north. The land use category was created to allow the Town Center to
expand incrementally towards Sailfish Drive without creating conflicts with properties zoned Commercial
General.
Zoning District: This property is located within the Commercial General (CG) zoning district. This
district shall include those businesses that provide retail goods and services, which serve the routine and

daily needs of residents, including banks and professional services, grocery and convenience stores,
restaurants, accredited public and private schools and child care, but not including manufacturing,
warehousing, storage or high intensity commercial activities of a regional nature, or uses that have the

SUGGESTED ACTION FOR APPROVAL
