This project will be 90%funded through Hazard Mitigation Grant Program Contract H0967 (HMGP) through the Division of Emergency Management of the State of Florida.The remaining 10%will be funded through the City’s Stormwater Utility Fund,as noted on the City’s lO-Year Schedule of Capital Improvements. Proposals from four (4)quali?ed ?rms were received.Staff reviewed the proposals and ranked the ?rms based on the criteria speci?ed in the RFQ.Staff recommends awarding the contract to Hanson Professional Services,Inc.Staff has negotiated a scope of work and fee with Hanson Professional Services,Inc.for the preliminary engineering design required for this project.The proposed fee for this work is $47,339.64. Upon completion of the preliminary engineering effort,the City will negotiate a scope of work and fee for ?nal design. General Objective The general objective of this scope is to provide a conceptual design along with an opinion of probable construction cost to enlarge the Hopkins Creek channel between Cutlass Drive and Plaza and enlarge or replace the box culvert under Cutlass Drive,see project area shown on Exhibit A. Project Description The improvements under this project will be limited to the project area shown on Exhibit A.Per the COAB November 2018 Stormwater Master Plan anticipated improvements for this phase consisted of doubling the capacity of existing box culvert that conveys Hopkins Creek under Cutlass Drive.Doubling the capacity of the existing box culvert was achieved by adding an additional 4’x6’cell.There was no accommodation for additional volume in the channel.Hanson will evaluate the channel improvements and optimize the additional capacity available within the City right-of-way for the existing channel.The goal of this effort will be to evaluate the bene?t of the additional volume in the channel which may facilitate a lesser culvert capacity while achieving the same or better flood stage reduction.The Consultant will evaluate the hydraulic performance based on the mean annual,10-year,and 25-year,24-hour events,similar to the Stormwater Master Plan. 1of3 Agenda Item #6.A. 10 Jun 2024 Page 13 of 73 mI I. II I "I .L ‘ II V I ’ I I I II I ‘I I Scope of Services The Scope of Services for this project involves the following tasks: Phase Phase I -—Data Review/Collection Survey Survey services will be provided as outlined in the attached Design Surveying Scope of Services provided by T2 Utility Engineers (T2ue). ll —Concept Development (30%Submittal) Concept development services will include the preparation of a technical memo and project exhibit,along with an opinion of probable construction cost that will be separated between the channel and culvert work. (a)Typical Section Development.Based on available right of way and accommodations for maintenance and a potential future trail,the Consultant will maximize available right-of-way for the proposed channel typical section.The typical section may involve adding a retaining wall on one or both sides of the channel to maximize the available volume. (b)Hydraulic Analysis.Using the existing lCPR model from the stormwater master plan,the Consultant will develop a channel only concept that will include the improved channel typical section while keeping the existing 4'x6’culvert under Cutlass Drive.A second concept will model the channel improvements with an additional pipe under Cutlass with the goal of equal or better hydraulic performance to the double 4’x6’culvert alternative developed in the stormwater master plan.All scenarios will include the downstream improvements between Atlantic Boulevard and Aquatic Gardens,that are currently under design/permitting. (0)Concept Exhibits.This effort will include creating a concept exhibit that identifies the proposed improvements and summarize the hydraulic performance of the concepts. (d)Technical memo.The consultant will provide a technical memo documenting the effort,the recommended improvements,and the opinion of probable construction costs. Geotechnical Services No Geotechnical services are included as part of this scope. Environmental Services No Environmental services are included as part of this scope. Permitting Coordination Adding capacity to the channel and culvert will require a SJRWMD permit modi?cation. The Consultant will coordinate with the SJRWMD to confirm the permit approach for the ?nal design effort.A preliminary assessment indicates that the project will be an Individual Modi?cation of the Royal Palms ERP,like the ongoing downstream improvements. Utility Coordination No utility coordination services are included as part of this scope.
