3. DISCUSSION
A. Union Proposal - Personal Leave Accrual Rates to increase by 12 hours/year after 1St
year. Presented a proposed schedule and a comparison of other municipalities' accrual
rates such as Ferdinia Beach, Neptune Beach, Jacksonville Beach, Jacksonville.
B. Tuition Reimbursement Policy
• The City is updating its tuition reimbursement policy, which will affect CBA.
Looking into creating one tuition pool account rather than each department
having their own and including guidelines for grad school reimbursement.
• Retention/commitment details still need to be discussed.
• Article 19 as a whole to be revised to reflect those changes

• There will be 2 separate forms for a 3 -step process:
Step 1: Notification through email to HR Director to `stake claim' for each
fiscal year's budget
Step 2: Form 1, explanation of relevance (how it aligns) to City and approval
Step 3: Reimbursement once grades are submitted
C. Chief Gualillo is proposing minor changes to 26, which reflect current practices
and/or will be advantageous to City and Union.
4. ACTION ITEMS
• Union Steward Cody Miller will send updated list of Union Stewards via email,
newer police officers seem to have an interest.

• The date of the next meeting left open.
