CALL TO ORDER Magistrate Green called the meeting to order at 2:00 P.M. 2. APPROVAL OF MINUTES A. Approve minutes of the March 7, 2024 regular meeting of the Special Magistrate. The minutes were approved as submitted. 3. ADMINISTRATION OF OATH Magistrate Green administered the Oath to the attendees, staff and respondents. 4. OLD BUSINESS B. CASE: 24-014 NAMR: ROBERT SCHLENOFF ADDRESS: 1094 STOCKS STREET (VIOLATION IS IN RIGHT OF WAY NEXT TO ADDRESS) Testified: CE Officer Irirzarry CE Officer Irizarry submitted an arborist report (which is attached hereto and made part of this Official Record as composite Exhibit 1). Respondent: Robert Schlenoff and his represnetaive Mr. Don Pinaud were present. The respondent presented photos (which are attached hereto and made part of this Official Record as Respondents Composite Number 1). I performed a Level 2 Basic Assessment, which is a detailed visual inspection of a tree and its surrounding site. The Level 2 Assessment includes a 360 -degree visual inspection from ground level on the tree and a sounding test of the accessible portions of the trunk with a rubber mallet to listen for tonal variations that may indicate dead external tissue or internal hollows. Approximately 5 - 8 years of repeated epicormic sprout management will be necessary to \reestablish apical dominance and proper canopy architecture. As sprouts grow into large branches, will be attached to decayed cut site, are likely to tear off under load. Stub cuts compromise the structure of a tree indefinitely. Management strategy.
