A RESOLUTION RECOGNIZING SEPTEMBER 19, 1990
AS POW/MIA RECOGNITION DAY IN ATLANTIC BEACH
OR SUCH OTHER DATE AS DESIGNATED BY THE U.S.
CONGRESS; REQUESTING AND ENCOURAGING THE
CITY MANAGER TO OBTAIN AND FLY POW/MIA FLAGS ON
THIS DAY OVER ALL MUNICIPAL BUILDINGS AND THERE—
AFTER ON EVERY DAY UNTIL THERE IS A FULL ACCOUNTING
OF THOSE POW/MIA'S REMAINING IN SOUTHEAST ASIA;
ENCOURAGING ALL CITY EMPLOYEES TO WEAR POW/MIA
PINS; PROVIDING AN EFFECTIVE DATE.
WHEREAS, the United States Conference of Mayors passed Resolution
#59 in 1985 urging all state, county, and municipal governments in the
United States to obtain, and fly a POW/MIA flag until every one of the
2,477 POW/MIA's remaining in Southeast Asia are returned or accounted
for; and
WHEREAS, July 19 (soon to be September 19th by act of Congress) is
National POW/MIA Recognition Day, established by Congress and proclaimed
by the President: and
WHEREAS, this special day honors all Americans who were, or still
are, held as prisoners of war and all Americans who are still missing in
action; and
WHEREAS, unified public awareness is believed to have the greatest
impact toward greater efforts in this area by our government, and a more
meaningful accounting by the Vietnamese; and
WHEREAS, flying a POW/MIA flag from City Halls and all other public
buildings across the nation is a meaningful and strong statement of
support for this issue; and
WHEREAS, the U.S. Council of Mayors as well as the Vietnam Veterans
of North Florida/Beaches Chapter have enlisted all efforts on the part of
veterans, comrades, friends, and family members to express their concern
by bringing this matter to the attention of all Americans, now, therefore
BE IT RESOLVED by the City Commission of Atlantic Beach.
Section 1. The City Commission hereby designates September 19, 1990
(or such other date as designated by the U.S. congress) to be POW/MIA
Recognition Day in Atlantic Beach and requests and encourages the City
Manager to obtain and fly POW/MIA flags on this day over all municipal
buildings and thereafter until there is a full accounting of those
POW/MIA's remaining in Southeast Asia.
Section 2. The City Commission further encourages all City
employees to wear POW/MIA pins to show their support of this cause.
