7-08-24 Budget Workshop Adopted MinutesMINUTES -S l.:Uvr Budget Workshop Meeting Monday, July 8, 2024 - 5:30 PM City Hall, Commission Chamber 800 Seminole Road, FL 32233 ATTENDANCE: Present: Curtis Ford, Mayor - Seat 1 Bruce Bole, Commissioner - Seat 2 (District 1308) Michael Waters, Commissioner - Seat 3 (District 1307) Candace Kelly, Commissioner - Seat 4 (District 1306) Jessica Ring, Commissioner - Seat 5 (District 1312) Also Present: William B. Killingsworth, City Manager (CM) Kevin Hogencamp, Deputy City Manager (DCM) Jason Gabriel, City Attorney (CA) Donna Bartle, City Clerk (CC) Ladayija Nichols, Deputy City Clerk (DCC) CALL TO ORDER Mayor Ford called the meeting to order. DCC Nichols called the roll. 1. PUBLIC COMMENT There were no speakers. 2. TOPICS A. Budget Workshop #1 Presentation CM Killingsworth presented as detailed in the agenda packet and answered questions from the Commission. B. Budget Policy This topic was included in the budget presentation. C. Revenue Overview This topic was included in the budget presentation. D. Expense Overview This topic was included in the budget presentation. E. General Government Budget Workshop July 8, 2024 This topic was included in the budget presentation. F. Other Topics Commissioner Waters expressed contentment with the budget. Commissioner Bole expressed concerns about projects that have increased in cost over time. CM Killingsworth commented that some of the projects that increased in cost have languished for a few years and that costs are dependent upon the prices of construction and other variables. Commissioner Ring commented that she is fine with the budget and expressed concerns about the increased expenditures. She suggested that a prioritization of projects be done. She inquired about the City's ability to meet a 17% increase to keep up with the Jacksonville Sheriffs Office. CM Killingsworth expressed that Chief Gualillo will discuss this further in his budget presentation. Mayor Ford commented on the 16th Street walkover. Commissioner Kelly opined that she likes the idea of evaluating all the entries according to what they do for the City. Commissioner Ring asked how the Governor's decision to veto certain funds will affect the budget. CM Killingsworth explained that once there is a grant for the septic tank, there will be a request to sign and receive reimbursement for it. Commissioner Kelly inquired about the effectiveness of the City's grant writer and lobbyist. CM Killingsworth expressed that he would get the statistics for this but believes that the City can show success with grant writing. He mentioned that lobbying hasn't been very productive. Mayor Ford inquired about how CM Killingsworth would like the Commission to help with prioritization. CM Killingsworth opined that items would be brought before the Commission at a Commission meeting and a consensus can be taken to determine priority. ADJOURNMENT The meeting adjourned at 6:21 PM.
