89-22 v RESOLUTION NO. 89-22 A RESOLUTION SUPPORTING APPLICATION OF THE DEPARTMENT OF ENVIRONMENTAL REGULATION FOR FUNDS TO ESTABLISH A USED OIL RECYCLING PROGRAM IN THE CITY OF ATLANTIC BEACH WHEREAS, in June, 1988, the Legislature passed a Comprehensive Solid Waste Management Bill (Chapter 88-130, Laws of Florida) which established a statutory prohibition against the disposal of used oil in landfills effective October 1 , 1988, and WHEREAS, it is estimated that ten (10) million gallons of used oil were improperly disposed of in Florida in 1986 most of which is thought to have been generated from personal motor vehicles and household appliances, and WHEREAS, improper disposal of used oil is a serious pollution problem, such that one gallon of oil can contaminate 1,000,000 gallons of drinking water, and WHEREAS, it has been established that disposal of used oil is a serious problem in the City of Atlantic Beach because of the lack of having an appropriate method available to residents, and WHEREAS, in order to provide for a convenient means for homeowners within the City to properly dispose of their used oil; the City proposes to establish a used oil/recycling program to be operated by Public Works and Sanitation, and WHEREAS, the Department of Environmental Regulation has developed a used oil recycling grants program which provides funds for programs such as that being proposed by the City. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF ATLANTIC BEACH, FLORIDA TO WIT; 1. That application to be made to the Department of Environmental Regulation by the City of Atlantic Beach for a grant to establish a used oil recycling program in the City of Atlantic Beach. 2. That approval is given to the Public Works Division to establish a recycling program with a used oil collection center located at the Public Works garage, 1200 Sandpiper Lane, Atlantic Beach, Florida.
