FELLOWS WHILE SERVING AS THE CITY N OF AT J1rIC BEACH, FLORIDA. WHEREAS, RICHARD C. FELLOWS entered the profession of City Manager in the year 1970 as City Manager of Green Cove Springs, Florida, and WHEREAS, RICHARD C. FELLOWS, in the year 1975, became the first City Manager of the Town of Orange Park, Florida, where he served until 1980 when he became the first City Administrator of Okeechobee, Florida, and WHEREAS, RICHARD C. FELLOWS, in the year 1984, became the City Manager of Atlantic Beach, has participated, assisted, and has been instrumental in leading this community in the unparalleled growth of Atlantic Beach, and WHEREAS, RICHARD C. FELLOWS' reputation, as well as his active participation in such organizations as International City Management Association, Florida City/County Managers Association, Advisory Board for the Center of Local Government at the University of North Florida, and the Northeast Florida League of Cities, and WHEREAS, RICHARD C. FELLOWS has decided to retire to engage in extensive travel on July 1, 1989. NOW, THEREFORE, BE IT RESOLVED BY THE CITY CUMMISSION OF THE CITY OF ATLANTIC BEACH: SECTION 1. That the City Commission does hereby recognize and applaud with deep appreciation the competent, loyal, and dedicated service 'of RICHARD C. FELLUAS. SECTION 2. That all best wishes for continued years of a rewarding, and productive life be and are hereby expressed for RICHARD C. FELLOWS. SECTION 3. That this Resolution of recognition and appreciation be properly prepared and delivered to RICHARD C. FELLOWS so that all who see this pronouncement may know and recognize the grateful,appreciation of all touched by his service.
