A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF ATLANTIC BEACH, FLORIDA, AWARDING THE
CONSTRUCTION CONTRACT FOR MAJOR SEWER
REHABILITATION - PHASE II, AS APPROVED UNDER EPA
STEP 3 GRANT OFFER C120747060, AND STEP 3 GRANT
OFFER C120747070, AND AUTHORIZING THE CITY MANAGER
TO EXECUTE SAID CONTRACT FOR AND IN BEHALF OF SAID
CITY UPON THE APPROVAL OF GOVERNING AGENCIES.
WHEREAS, the City of Atlantic Beach, Florida has accepted offers of two (2)
Federal Grants, for the construction of Major Sewer Rehabilitation - Phase II,
and
WHEREAS, said City has extended an Invitation to Bid on said project in
strict compliance with governing Federal, State and local regulations;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
ATLANTIC BEACH, FLORIDA:
Section 1: That the City of Atlantic Beach, Florida wishes to accept the
proposal and make a tentative award to Westra Construction Corporation, Inc. ,
of Palmetto, Florida, for the Total Base Bid, Parts I and II, in the total
amount of $420,582.85, having been bid in accordance with plans and
specifications prepared by Smith and Gillespie Engineers, Inc. , "Major Sewer
Rehabilitation - Phase II, Part I - EPA Project No. C120747060, and Part II -
EPA Project No. C120747070, Smith and Gillespie Project No. 8505-10-01, Atlantic
Beach, Florida" , dated July 1988, and having been shown by said Engineers to be
the lowest responsive responsible bid.
Section 2: That the City Manager, Richard C. Fellows, of the City of Atlantic
Beach be and is hereby authorized to execute said Contract and related documents
for and in behalf of the City of Atlantic Beach, upon notification by the
Florida Department of Environmental Regulation and the U.S. Environmental
Protection Agency that the City of Atlantic Beach has been authorized to execute
said contract.
Section 3: That Smith and Gillespie Engineers, Inc. , consulting engineers, to
the City of Atlantic Beach, are hereby authorized and directed to furnish, on

behalf of the City of Atlantic Beach, such information and special engineering
services as may be reasonable, requested or required by governing agencies to
implement and complete the EPA Step 3 Project.
Section 4: This Resolution shall go into effect immediately upon its passage
and adoption and authentication by the signature of the Mayor and the City
Clerk.
APPROVED AND ADOPTED by the City Commission of the City of Atlantic Beach,
Florida, at a meeting held this 24th day of October, 1988.
