02-22-10 - Handout - Grant Update February 22, 2010 Grant Update Staff is pleased to announce that the City of Atlantic Beach has been informed that FEMA has approved a Hazard Mitigation Grant application for the Salt Air Gravity Sewer Rehabilitation Project. The total cost for the project is estimated at$400,000. The approval letter states that FEMA has approved $282,000 (a little more than 70%of the total costs). This information was passed down from FEMA through the State Division of Emergency Management. The project was originally conceived by staff as a result of historical knowledge of flooding and overflows in the Salt Air neighborhood. This problem was confirmed, and solutions were proposed in City of Atlantic Beach waste water master plans. The existing lines are constructed of a clay material, and the joints and pipes have deteriorated and failed over the years. The process for rehabilitating the lines is called "cured in place piping." This does not require the City to dig up all of the lines to replace them. Instead, it allows the lines to remain in place while the inside of the lines are rehabilitated through the insertion of a lining product. The project also includes the rehabilitation of 53 manholes. As a note of interest, when this project was originally proposed, there were a number of people in the approval chain that pointed out that they had never done a project like this with mitigation funding. However, when the project was explained, they got onboard with the project and felt that it would be a good investment for this funding. Since it was different from other projects, it required very different approaches relative to the analysis of the benefits and costs. This successful result came about because of support from several local sources including: Utilities Director Donna Kaluzniak The City of Jacksonville Local Mitigation Strategy Committee assisted by staff liaison Laura D'Alisera Contracts will be forwarded to Atlantic Beach within the next week for review, and the City will have 3 years to complete the project.
