1. CALL TO ORDER AND ROLL CALL
A. Selection of ESC Secretary
Sarah Boren called the meeting to order. Patrick Nobles volunteered to be the secretary
for the meeting. He called the roll.
2. APPROVAL OF AGENDA
Sarah Boren went over the additions made to the agenda earlier that day.
3. COURTESY OF THE FLOOR (5 MINS.)
Mark Gabrynowicz announced he was stepping down from the committee under the direction
of the City Attorney. He thanked members for the years with the ESC.
4. CHAIR REMARKS
Sarah Boren thanks Heather and Anastasia for covering the HowTo event. She reported Brian
Broedell has resigned and taken a new position in St. Petersburg. She thanks him for all his
work for LEED Certification. She said she is looking for a date to have the Community
Development Board chair report to ESC. She informed members the October 19th community
meeting after the Town Hall meeting was postponed.

6. 90 DAY CALENDAR
She asked for date suggestions for the CAP community meeting. Sarah Boren reviewed the
PowerPoint with proposed CAP updates. Discussion about the meeting format and soliciting
for input ensued. Members proposed November 9, 14, 18, or 19 for the CAP community
meeting.
Sarah Boren asked for date for a 2025 priority setting meeting. Members decided on
November 21 st.
7. COMMISSION AND/OR STAFF REPORTS
A. Chapter 24 update
Abrielle Genest reported that Commission approved the Chapter 24 updates and gave a
summary of the changes.
B. Parks Master Plan update
Abrielle Genest reported the staff is working on the Parks Master Plan update. Sarah
Boren asked when the plan will be brought to the ESC. Abrielle Genest estimated early
2025.
C. Commission report out
Abrielle Genest stated there will be a town hall meeting October 19th.
D. Marsh and wetlands education
Abrielle Genest gave an overview of the marsh education that has been sent to property
owners along the marsh.
E. City Charter Amendment Education
Abrielle Genest said the city has published the proposed charter amendments in the
beaches leader. She reported that there are state statutes limiting the amount of money
the city can spend on advertising. Sarah Boren said members can advocate for the
amendments personally but not on behalf of the ESC.

8. OLD BUSINESS
A. October 19th - Community Action Plan Charrette
Daniele Giovannucci had some edits for the PowerPoint presentation.
9. NEW BUSINESS
A. Sustainability & Resiliency Community Action Plan
This item was discussed under item 6.
B. Christmas Trees for Dune Restoration
Sarah Boren said this discussion came from Bruce Andrews. She suggested staff do
some more research on the feasbility prior to discussion. Amy Palmer mentioned this
city did this years ago but it did not work.
10. SIGNIFICANT MATTERS ARISING IN SUBCOMMITTEES
A. Outreach
• updated on current activities
• Update on 2024 workplan
Patrick Nobles gave the Outreach subcommittee update. He spoke about the awards
ceremony logistics and details. Members discussed location and food.

Daniele Giovannucci expressed he liked the size from the last tree giveaway and proposing
having 3 species. Sarah Boren said the tree subcommittee will work out the details of tree
species.

Amy Palmer reported their special called meeting got delayed due to the storm.
Heather Markaj said she is planning on speaking to the Tree subcommittee about a
demonstration garden and community orchard at their next meeting.
C. Sustainability and Resiliency

• Update on 2024 workplan
Sarah Boren did not have an update for the fleet assessment. She reviewed the goals of
the CAP update.
11. MEMBERS CLOSING REMARKS
Daniele Giovannucci expressed his concerns about the delay in getting new members.
Patrick Nobles said he will be leaving the committee in the new year and expressed that he has
learned so much during his time on the ESC.
Amy Palmer agreed with Daniele Giovannucci. She proposed revisiting the ESC's tasks and
ensure they are attainable.
Sarah Boren said there are applicants that have been waiting to go in front of the board
member review committee. She spoke about her ideas on flooding education for property
owners.
