86-04 v i.li�n t • \1,-i , • CITY OF riteeu c Vead - 9evrid4/ `ct1 Aezotittion NO. 86-4 A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA ENCOURAGING THE FLORIDA LEGISLATURE TO BE SENSITIVE TO THE PROBLEM OF YOUTH UNEMPLOYMENT AND PASS LEGISLATION TO ESTABLISH A MEANINGFUL YOUTH TARGETED WORK PROGRAM. WHEREAS, high youth unemployment is directly related to high youth crime; and WHEREAS, youth unemployment and youth crime represents a significant and severe problem in the Cities of Florida; and WHEREAS, the causes of severe youth unemployment include industrial and technological changes which generate fewer entry level jobs; and WHEREAS, many of our young citizens are not adequately prepared to cope with the skills and attitudes required in the workplace; and WHEREAS, there has been and continues to be a reduction of federal programs designed to retrain, educate and provide incentives for long term employment in the private sector; and WHEREAS, we as Commissioners of the City of Atlantic Beach, Florida share the conviction that young people represent a vastly underused resource and innovative efforts are needed to establish new employment and education opportunities for such persons; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF ATLANTIC BEACH, FLORIDA, as follows: Section I. The City Commission of the City of Atlantic Beach, Florida strongly encourages the Florida Legislature to recognize and be sensitive to the severe problems of youth unemployment; and Section II. To consider and adopt remedial Legislation designed to establish a meaningful youth-targeted work program, such as a Florida Youth Corps, that will help qualify participating youths for employment in the competitive marketplace; and Section III. That copies of this Resolution be forwarded to each member of the Florida Legislature. Section IV. This Resolution shall take effect immediately upon its passage.
