Resolution No. 24-60RESOLUTION NO. 24-60 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF ATLANTIC BEACH, FLORIDA, AMENDING THE AGREEMENT BETWEEN THE CITY OF ATLANTIC BEACH AND THE BOYS' AND GIRLS' CLUBS OF NORTHEAST FLORIDA, INC., FOR PROGRAMMING MANAGEMENT OF GAIL BAKER COMMUNITY CENTER AND JORDAN PARK COMMUNITY CENTER; AUTHORIZING THE CITY MANAGER TO EXECUTE CONTRACTS AND PURCHASE ORDERS IN ACCORDANCE WITH AND AS NECESSARY TO EFFECTUATE THE PROVISIONS OF THIS RESOLUTION; PROVIDING FOR CONFLICTS; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, a 2023 Atlantic Beach City Commission priority is to explore alliances with a child - service organization to support the City's after school -program, and ensure that the program has qualified educators on staff or serving as volunteers; and WHEREAS, the City Commission adopted Resolution No. 23-23 authorizing an agreement between the City and Boys and Girls Clubs of Northeast Florida (BGCNF) for programming management of Gail Baker Community Center and Jordan Park Community Center; and WHEREAS, it is City's desire to clarify that the City's financial support of BGCNF in the agreement will be made through a grant; and WHEREAS, the statement addressing the City's financial support in the agreement is rewritten in Contract Amendment 1 attached to this Resolution to read as follows: The Club desires to make cosmetic improvements to the interior of the Centers which shall be subject to the City's written approval and any required federal, state or local permits or approvals that may be applicable. The City commits to providing up to $100,000 in financial support to BGCNF for operations through a grant or several grants if BGCNF makes at least $200,000 in improvements to the Centers. Such financial support for operations shall be subject to the City's review and approval in its sole discretion, including but not limited to its review and approval of any and all required documentation that it requires to evidence the $200,000 in improvements. NOW, THEREFORE, be it resolved by the City Commission of the City of Atlantic Beach as follows: Section 1. The City Commission hereby amends the agreement between the City of Atlantic Beach and the Boys' and Girls' Clubs of Northeast Florida, Inc., for afterschool and summer programming management at Gail Baker Community Center and Jordan Park Community Center with Contract Amendment I attached to this resolution. Section 2. The City Community hereby authorizes the City Manager to execute contracts and purchase orders in accordance with and as necessary to effectuate the provisions of this Resolution. Section 3. All Resolutions or parts of Resolutions in conflict herewith are hereby repealed to the extent of such conflict. Section 4. This Resolution shall become effective upon passage an adoption. FOR PROGRAMMING MANAGEMENT OF GAIL BAKER COMMUNITY CENTER AND JORDAN PARK COMMUNITY CENTER AMENDMENT PURPOSE. To clarify that the City of Atlantic Beach will provide financial support to BGCNF for operations through a grant if BGCNF makes more than $200,000 in improvements to the clubs. AMENDMENT CHANGE. The contract currently states: The Club desires to make cosmetic improvements to the interior of the Centers which shall be subject to the City's written approval and any required federal, state or local permits or approvals that may be applicable. The City will in good faith provide matching funding up to $100, 000.00 in total subject to timelines, processes, requirements and approvals as authorized by the City. The contract statement above is hereby replaced with the following: The Club desires to make cosmetic improvements to the interior of the Centers which shall be subject to the City's written approval and any required federal, state or local permits or approvals that may be applicable. The City commits to providing up to $100, 000 in financial support to BGCNF for operations through a grant or several grants if BGCNF makes at least $200, 000 in improvements to the Centers. Such financial supportfor operations shall be subject to the City's review and approval in its sole discretion, including but not limited to its review and approval of any and all required documentation that it requires to evidence the $200, 000 in improvements. EFFECTIVE DATE. This amendment is effective immediately upon execution of this contract amendment.
