86-22 v RESOLUTION NO. 86-22 A RESOLUTION MAKING A TENTATIVE AWARD OF A CONTRACT FOR THE PROCUREMENT OF SLUDGE HAULING EQUIPMENT SUBJECT TO APPROVAL OF EPA AND FLORIDA DER WHEREAS, The City of Atlantic Beach is implementing a program of wastewater system improvements assisted by construction grant funding from the U.S. Environmental Protection Agency under EPA Project No. C120747030, and WHEREAS, the procurement of adequate sludge hauling equipment is an essential part of this wastewater system program, and WHEREAS, Florida DER approved the procurement documents for the necessary equipment on July 3, 1986 and authorized the City of Atlantic Beach to solicit competitive bids for this part of the program, and WHEREAS, the project was advertised and competitive bids were received and publicly opened and read aloud on August 11 , 1986, and WHEREAS, the Sewer Committee of the Atlantic Beach City Commission has re- viewed and evaluated the bids received and has determined that the total bid of $74,906.00 submitted by Waste Equipment and Leasing, Inc. of Jacksonville, Florida is the lowest and best bid received, and WHEREAS, Robert Bates and Associates, Inc. , the City's Engineers for the program, has reviewed the bids and has determined that the equipment proposed to be furnished by the low bidder conforms with the technical specifications provided with the bidding documents, and that the proposed price is fair and reasonable for the items to be furnished. NOW, THEREFORE, BE IT RESOLVED that a procurement contract for one truck mounted tilt frame sludge hauler and two 16 cubic yard closed roll-off sludge containers be awarded to Waste Equipment and Leasing, Inc. of Jacksonville, Florida for the bid amount of $74,906.00, subject to the prior receipt of contract award approval from Florida DER and EPA. BE IT FURTHER RESOLVED, that the City Manager and the City's Engineer be authorized to complete and submit to Florida DER and EPA for review and approval the Part 2 Grant Offer and Acceptance documents for this procurement action. * * * * * * * * * * * * * * Passed by the City Commission August 25, 86 (SEAL) / / William S.
