A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT AN
APPLICATION FOR FUNDING UNDER THE FLORIDA RECREATION
DEVELOPMENT ASSISTANCE PROGRAM FOR IMPROVEMENT OF
RECREATIONAL FACILITIES AT RUSSELL PARK AND DONNER
PARK; DESIGNATING THE CITY MANAGER OR HIS DESIGNEE
AS THE OFFICIAL LIAISON AGENT; CONFIRMING THE AMOUNT
OF FUNDS REQUESTED IN THE GRANT; CONFIRMING THE AVAIL-
ABILITY OF THE REQUIRED MATCHING FUNDS; CONFIRMING THE
TOTAL COST OF THE PROJECT; CONFIRMING THE CITY'S RE-
SPONSIBILITY TO DEVELOP, OPERATE, AND MAINTAIN THE
PROJECT; CONFIRMING THE CITY'S ON-GOING CONCERN FOR
CITIZEN PARTICIPATION IN PLANNING AND SELECTION OF
RECREATION PROJECTS; PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the City of Atlantic Beach, Florida, has prepared a grant
application for recreation improvements at Russell Park and Donner Park
under the Florida Recreation Development Assistance Program; and
WHEREAS, it is a requirement of the application that this Resolu-
tion be adopted and become an official part of the application;
NOW, THEREFORE, BE IT RESOLVED by the City Commission of the City
of Atlantic Beach, Florida, as follows:
Section 1. That the City Manager is authorized to submit an
application for funding under the Florida Recreation Development Assis-
tance Program for the development of recreation improvements at Russell
Park and Donner Park, consisting of the following:
RUSSELL PARK
One lighted tennis court
New basketball court
DONNER PARK
Playground equipment
Bleachers
Section 2. That the City Manager or his designee is hereby
designated as the official liaison agent and is authorized to execute
all appropriate documents and contracts for the purpose of administering
the grant for the City.
Section 3. That the City of Atlantic Beach is hereby requesting
funds totalling $10,000.00 from the Florida Recreation Development
Assistance Program.
Section 4. The required matching funds totalling $20,000.00 are
available in the form of cash from the City of Atlantic Beach General
Fund, and will remain available until needed.

Section 5. That the total cost of this project shall not exceed
$30,000.00.
Section 6. That the City is fiscally and legally responsible to
satisfactorily operate and maintain the projects in accordance with
program requirements.
Section 7. That the city of Atlantic Beach, Florida adopted a
recreation and open space element pursuant to the Local Government
Comprehensive Planning Act of 1975, and during the development of that
act all segments of the public were offered an opportunity to partici-
pate in the planning process, leading to adoption of the documents.
Section 8. That the City will continue an on-going program of
citizen participation through its Recreation Advisory Committee, which
encourages involvement by all segments of the population within the City
in the planning for the selection of recreation projects.
Section 9. That the Florida Recreation Development Assistance
Program application become a part of this Resolution.
Section 10. This Resolution shall be in full force and effective
immediately after its passage and approval in the manner provided by
law.
