INVOCATION AND PLEDGE OF ALLEGIANCE
CALL TO ORDER:
Following the Pledge of Allegiance, Mayor Ford called the meeting to order at 6:30 PM. CC Bartle
called the roll.

APPROVAL OF MINUTES
IA. Approve minutes of the Regular Commission Meetings held on June 10, 2024 and
October 14, 2024.
Mayor Ford asked if there were any corrections or changes needed. There were no
corrections to the minutes. Mayor Ford stated the minutes stand as submitted.
1B. Approve minutes of the Town Hall Meetings held on July 27, 2024 and October 19,
2024.
Mayor Ford asked if there were any corrections or changes needed. There were no

1C. Approve minutes of the Budget Workshop held on August 29, 2024.

2. COURTESY OF FLOOR TO VISITORS
Mayor Ford explained the process for public comments and opened the Courtesy of the Floor to
Visitors.
PUBLIC COMMENT
Mayor Ford read the statement of Lenny Jevic who was not present (which is attached
hereto and made part of this Official Record as Attachment A).
CC Bartle called each speaker to the podium.
Bruce Andrews spoke on behalf of the ESC and provided updates on the activities and
the developments from the committee.

3. CITY MANAGER REPORTS
3.A. Accept the 90 -Day Calendar (Nov. 2024 - Jan. 2025)
CM Killingsworth reported as detailed in the agenda packet and answered questions from
the commission.
There was a CONSENSUS to accept the 90 -Day Calendar as amended.
3.B. Veteran's Monument
CM Killingsworth informed the commission that the necessary funding is in place to
proceed with the monument at Veterans Memorial Park. Additionally, a specific vendor
was requested by the veterans and has been selected for the project.
3.C. Improvements on Mayport Road (State Road A1A) from Atlantic to Dutton Island
Road West Flyer December 2024
CM Killingsworth announced that the virtual meeting on December 2, 2024 is available
on the City's website and the in-person meeting will be held December 4, 2024 in the
Commission Chamber.
3.D. Additional Updates
CM Killingsworth requested that the Commission take the opportunity to look at the
committees and boards for recommended changes primarily to ARCC and ESC.
There was a CONSENSUS to review boards and consider making changes, from all
Commissioners except Commissioner Kelly.
Mayor Ford took a moment to recognize the presence of Christine Hoffinan, the Mayor
of Jacksonville Beach. He thanked her for her support.

4. REPORTS AND/OR REQUESTS FROM CITY COMMISSIONERS
Commissioner Bole
• Informed everyone about the Beaches Town Center Agency (BTCA) Christmas Tree
lighting event taking place on December 7, 2024 and shared details about Pete's
Thanksgiving.
Commissioner Kelly
• Expressed hopes that we can ask our lobbyist to advocate for State Legislation
concerning electric scooters.
• Expressed that the ESC should remain unchanged until the scope of their duties is clearly
defined.
Commissioner Ring
• Expressed appreciation for Bruce Andrews attendance and discussion of the Mayport
Improvement Plan. She also emphasized the importance of ensuring that the west side
of Mayport Road receives a well-designed sidewalk and landscaping.
Mayor Ford
• Reminded everyone about the Leibecki's Christmas light display at 402 Snapping Turtle
Court from December 1, 2024 - December 31, 2024 at 7 PM.

7.A. General Employees' Pension Board of Trustees - Fifth Member
CM Killingsworth reported as detailed in the agenda packet.
MOTION: To confirm the appointment of John Hoff as the fifth Trustee member of the
General Employees' Pension Boad of Trustees to immediately fill the unexpired term ending
December 31, 2026.

FIRES, OF THE CITY OF ATLANTIC BEACH CODE OF ORDINANCES;
PROVIDING FOR ADOPTION OF SAID AMENDMENTS; PROVIDING FOR
PURPOSE AND INTENT; PROVIDING FOR ENFORCEMENT.; PROVIDING
FOR CONFLICT; PROVIDING FOR CODIFICATION; PROVIDING FOR
SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE.

10.A. Charter Officer FY2023-24 Performance Reviews
DCM Hogencamp Reported as detailed in the agenda packet.
There was a CONSENSUS to accept the City Clerk, City Manager and City Attorney's
performance review.
11. CITY ATTORNEY/CITY CLERK REPORTS AND/OR REQUESTS
CC Bartle
• Wished everyone a Happy Thanksgiving and expressed that she would miss
Commissioner Waters.
12. CLOSING COMMENTS BY CITY COMMISSIONERS AND CITY MANAGER
Mayor Ford read a proclamation dedicated to Commissioner Waters (which is attached hereto
and made part of this Official Records as Attachment B). The Commission took a photo to
honor Commissioner Waters.

In Recognition and Appreciation of the Distinguished Public Service of
Dr. Mike Waters
WHEREAS, Mike Waters served the citizens of Atlantic Beach as a City Commissioner
from November 23, 2020, to November 25, 2024; and
WHEREAS, it is the duty of the City Commission to protect the welfare of the city and
its residents by appointing administrative personnel, adopting legislation, ensuring sound fiscal
management, appointing members of boards and committees, and providing community
leadership; and
WHEREAS, the City of Atlantic Beach recognizes the valuable and important
contributions Mike Waters has made as a member of the City Commission and as a citizen of
Atlantic Beach; and
WHEREAS, under Mike Waters' leadership as a member of the City Commission, the
citizens of Atlantic Beach have benefited greatly from numerous projects and accomplishments.
These include, but are not limited to: purchasing the future Marsh Oaks community center, Selva
preserve trail property, and Dora Drive stormwater mitigation site; overhauling the City's public
works and lifeguard facilities; enhancing youth programming through a partnership with Boys
and Girls Clubs of Northeast Florida; establishing connectivity and complete -streets plans;
updating Iand development regulations, the comprehensive plan, and the parks master plan;
improving quality of life with wider sidewalks, better streets, and new public parking
regulations; honoring military heroes and veterans through various means, including installing
new signage honoring Atlantic Beach natives killed during wartime; planting trees; and
amending the city charter, and
WHEREAS, Mike Waters has given most generously of his time, talents, and energy to
adhere to sound fiscal management practices while preserving the community's character and
quality of life for the benefit of all the citizens of Atlantic Beach.
NOW THEREFORE BE IT RESOLVED, the City Commission of the City of Atlantic
Beach, Florida, hereby expresses its deep appreciation for the dedicated service and contributions
of Mike Waters, and on behalf of the citizens of Atlantic Beach extend heartfelt gratitude and
best wishes for continued success and happiness in the future.
