Tree Presentation Specialist Tree Risk Assessment and Management Report May 1 , 2018 Today at the request of Mr. and Mrs . Glenn Tancreto and their daughter, Amanda , I visited their property at 2240 Ocean Forest Drive W. in Oceanwalk to evaluate the condition of a 33 - inch DBH live oak ( Quercus virginiana) located just north of the property line on the north side of the Tancreto house . The tree belongs to the neighbor at 2248 Ocean Forest Drive W. But the entire tree canopy leans over the Tancreto property and house . I followed ANSI A300 protocol for a Level 2 Basic Tree Risk Assessment . ' I evaluated the tree 's health and the tree 's structural condition . Tree health and tree structure are two separate and independent conditions . You can have a very healthy tree but one with poor structure that is prone to fail . You can also have a structurally sound tree that is in poor health . The Risk Assessment is done in accordance with ANSI A300 Standards on Tree Risk Assessment 2 and the companion publication Best Management Practices, Tree Risk Assessment. , 3 1 performed a Level 2 Basic Assessment , which is a detailed visual inspection of a tree and its surrounding site . The Level 2 Assessment includes a 360 - degree visual inspection from ground level on each tree and sound Best Management Practices: Tree Risk Assessment, companion publication to the ANSI A300 Part 9 : "Tree , Shrub and Other Woody Plant Management -- Standard Practices (Tree Risk Assessment a . Tree Structure Assessment) , 2011 . 2 American National Standards Institute (ANSI ) A300 Risk Assessment Part 9 Tree , Shrub , and Other Woody Plant Management Standard Practices ( Tree Risk Assessment a . There is also the problem of convincing the tree 's owners 1 . that the tree should be removed and working out details of who should pay for such a removal ; } ; As an alternative to removal , there are ways to A reduce the branch end weight through specified 1,, 0-4 pruning cuts to greatly decrease the likelihood of utl tree failure in a high wind event . Because the tree - . I LL is healthy, I . believe it can withstand the removal of L. approximately 30 to 40 percent of its crown mass ` k , without greatly and negatively impacting the tree 's .. k health . I have marked on the adjacent photo the approximate location where a major pruning cut N should be made to reduce branch end weight and the likelihood of tree failure . This pruning technique - f< can make the tree safer, less likely to fail . However, no tree is completely safe and no tree can be made completely safe . There are risks when living around trees . These risks must be weighed against the numerous benefits that the trees provide . In my opinion , either removal of the tree because of the risk explained above and the anxiety caused to the residents or retention of the tree with mitigation pruning are both acceptable outcomes from this arborist 's point of view. If you have any questions about my observations or recommendations , please give me a call .
