The argument was made at the last commission meeting that our low income employees could not
afford increases to their deductibles and that a health care problem to them would be a situation that
would drive them into bankruptcy. I sat down with George Foster and asked him about this and came up
with some interesting statistics. From the research it is clear that our lower paid employees are not even
on our health care plans for their families and that commonly they take advantage of state health care
programs for their children.

Some additional information about the employment marketplace is that in 2010 on national average
employers only contributed 81%of the cost of the premium for the employee only.We currently
contribute 95%. *
