ESC Special Called Meeting
Wednesday, March 5, 2025 - 3:00 PM

A. colleennovember@gmail.com of Atlantic Beach presented on the work done to “Pause
the Process” regarding changes to Chapter 23 that would change the scope and remit of
the ESC. She discussed how the community was mobilized and why the ESC, as it was
originally created, is important to the community.
B. mgaby.73@gmail.com of Atlantic Beach discussed the origins of the ESC as a tree
committee and how it evolved to take on more responsibilities based on the needs of the
community. He recommended that all members be at large members rather than
requiring district representation.
3. TOPICS FOR DISCUSSION
A. Agenda for 3/13 Meeting
The ESC discussed an agenda for the joint meeting and what topics could be covered in
that meeting. There was debate about which issues should be discussed and how much
detail would be helpful for the meeting. The committee agreed to an agenda and created
a motion.
MOTION: The ESC will recommend the following agenda be proposed for the 3/13 joint
workshop
1. Overview of ESC (15-20 min) - ESC Members
2. Public Comment (15 min)
3. Commissioner Visions for ESC (20 min) - Commissioners
4. Priorities for ESC (30 min)
5. How do Commission and ESC Interface Moving Forward
6. Next Steps (15 min)
