CM Killingsworth expressed a preference to defer the discussion to allow staff to gather

Request for Summary
Mayor Ford requested CM Killingsworth provide a brief update on the current situation
with the baseball games and the farmers market. CM Killingsworth explained that the
City has been monitoring traffic over the past six weeks, which has been largely
influenced by both the farmers market and baseball activities. He noted discussions with
the farmers market regarding reducing the number of vendors from 75 to 50-55, and also
requested that baseball games be temporarily scheduled outside the 1:30-2:30 PM
window to help alleviate traffic. He clarified that the request to the farmers market was
not communicated to baseball, and that the previously mentioned locking of gates did
not occur. Additionally, CM Killingsworth mentioned meeting with the president of the
baseball organization to address ongoing issues, such as the lack of a contract since 2021,
which is being worked on. His goal was to create an additional hour of reduced traffic to
assess the impact, and an email was sent confirming this verbal agreement.
Mayor Ford inquired whether it would be possible to expedite this process given its
importance. CM Killingsworth responded that the farmers market needs time to reduce
vendor numbers in an orderly manner. He emphasized that the traffic issues on Sunday
mornings are unrelated to tennis or skateboarding and are primarily about managing
parking spaces.
Mayor Ford requested that PC Gualillo ensure the police cars are removed from the City
Hall parking lot until the situation is resolved.
Further discussion took place, with Kelly Hampton addressing questions from the
Commission and staff. CM Killingsworth confirmed that once insurance is verified,
baseball reservations will be reinstated.

assistance with permitting, including for the batting cage. CM Killingsworth responded
that the contract issue will be resolved, staff is already providing support, and
communication will be improved.
There was a CONSENSUS to direct CM to work on a contract with the baseball league and and
provide the Commission with a copy by the March 10, 2025 meeting.

for implementation.
CA Gabriel suggested presenting language for possible amendments or policy consideration at
the April 14th meeting.
Commissioner Bole encouraged providing input on this matter to the CM prior to the next
meeting.
CC Bartle inquired about the noticing process. CA Gabriel clarified that both the reading and
public hearing are deferred, and the discussion is focused on incorporating additional
information into the context of the bill.

CM Killingsworth
• Informed the Commission that a resolution for Aquatic Gardens will be presented at the
next meeting and discussed timeline issues related to the contract.
• He also mentioned ongoing collaboration with the Transportation Planning Organization
regarding the roundabout project, ensuring it is included on the list of priority projects
to be eligible for state and federal funding. The Commission expressed support for
moving forward with a plan for design, emphasizing that citizens will have an
opportunity to provide input on the design, including concerns about safety and other
factors.

Dear Atlantic Beach Commission,

We, the undersigned residents of Atlantic Beach, request the City Commission at the February 24th
meeting, delay the vote on Ordinance 95-25-124 until the Environmental Stewardship Committee (ESC)
and Commission can have a joint public workshop with the objective of drafting a proposal of changes
which reflect the will of the community.
A super majority of citizens of Atlantic Beach, over 70% across all 4 precincts (see results), voted to
codify the importance of environmental stewardship in the City Charter with the following language:
The Commission is chartered to preserve the City's beaches, marshes, maritime tree canopy, and
property through environmental stewardship.
We, the citizens, unified our voices to let you, our elected officials, know that we expect consistent
leadership on Atlantic Beach's environmental stewardship. The proposed Ordinance seems to be
contrary to this expectation of our vote.
Our reasons for requesting a delay and public workshop are multifold (see additional background):
• Process is going too fast and unintended consequences have not been explored
• Premise for changes seems inaccurate nor appropriate for ESC's unique scope
• More dialogue is necessary to address widespread miscommunication and discern the best
solution for continuous, robust care of Atlantic Beach's valued environment
Bottom line: what is the rush? There is no downside in taking a bit more time that our incredible island
city deserves. We, the citizens, implore you to not let "standardization" get in the way of effectiveness
and quality.
Please delay approval of Ordinance 95-25-124, until the ESC and Commission with appropriate staff can
meet in a public joint workshop. We respectfully request the Commission to pause the process,
preserve AB life.

We, the undersigned residents of Atlantic Beach, request the City Commission at the February
24th meeting, delay the vote on Ordinance 95-25_125 until the community and Commission
and staff can dialogue.
Our reasons for requesting a delay and public workshop are multifold:
• The process was rushed and lacked transparency.
• Many questions remain about unintended consequences regarding parks.
• Premise and "facts" shared need further clarification.
• Clarity is needed regarding the guidelines and implementation process of the
ordinances.
Bottom line: what is the rush? There is no downside in taking a bit more time that our incredible
island city deserves.
We, the citizens, implore you to not let standardization get in the way of effectiveness and
quality.
Please delay approval of Ordinance 95-25-125. We respectfully request the Commission to
pause the process, preserve AB life.

Dear Commissioner Bole,
We, the undersigned residents of Atlantic Beach, request that in the next City
Commission meeting, to be held on February 24, 2025, you go on the record to correct
inaccuracies you made in the February 10 meeting. While discussing ORDINANCE NO.
95-25-125, you misstated that Mrs. Lynn Coalson, a licensed educator with a specialty
in early childhood education who has lived in Atlantic Beach for over 30 years, was
running an unlicensed, uninsured daycare for 24 kids in Ashby Park.
To set the record straight, the Outside Kids Ocean Forest Kindergarten program run by
Mrs. Coalson is licensed and insured. Currently eight children attend Outside Kids and
receive instruction from two highly qualified teachers. Licensed by the Florida
Department of Children and Families (FO4DU1624), Outside Kids provides early
education for children ages 3 to 6, Monday through Friday from 9:OOam to 2:OOpm.
Though the Outside Kids often visit Ashby Park, it is not a "daycare center" as you
repeatedly called it. The Outside Kids and their educators bike throughout Atlantic
Beach, visit our beautiful beaches, meet at many of our local parks, and at other parks
in the area (like Hanna Park which requires COJ Risk Management compliance).
Furthermore, many of the structures seen in the photographs that you displayed of
Ashby Park were donated by friendly neighbors for use by anyone who visits the park
and do not belong to Ms. Coalson.
As you know, many Atlantic Beach children have attended or currently attend Outside
Kids. Mrs. Coalson and the children who attend Outside Kids do our community a
service by keeping Ashby Park, and the other parks they visit, trash -free and tidy. Any of
the "park rules" that seem to bother you were posted to gently encourage other
residents to do the same. Your hyperbolic description of Outside Kids making up "their
own rules for our park" is a gross misrepresentation of the intent and spirit of this
neighborly message.
To City Manager Bill Killingsworth's point stated in the meeting, whether as a nonprofit
or for profit, Outside Kids undoubtedly serves a "public purpose that is coherent and
aligned with our values in Atlantic Beach." We appreciate your effort to protect our
beautiful parks and to set reasonable parameters for their use. We are certain Mrs.
Coalson and Outside Kids will meet those requirements. In the meantime, the record
should reflect accurate information on Outside Kids, as well as recognize that Mrs.
Coalson and the Outside Kids are a valuable part of our community.
Please confirm in writing that you will go on record in the next City Commission meeting
to correct the false statements you made regarding the Outside Kids. Many of the
