Arts, Recreation, and Culture Committee (ARCC) Meeting
Tuesday, April 8, 2025 - 6:00 PM

1. CALL TO ORDER AND ROLL CALL
The meeting was called to order by Chair Goodrich at 6:00 p.m.
2. COURTESY OF FLOOR TO VISITORS
There were no public comments.
3. REPORTS FROM STAFF
A. FY 2025-26 Grant Cycle
The key timeline was discussed, and the Recreation department will start working on the
grant application to post online. Mr. Leslie mentioned there being a potential conflict on
August 27th due to a professional conference, but he is going to check other city staff’s
availability.
B. Farmer's Market/Baseball Statement
The ARCC recommends the following:
Atlantic Beach residents3 be encouraged and allowed to play regardless of
financial ability to pay the required fees, so long as they have been selected in a
competitive tryout process, with a minimum of one scholarship per team.
ABAA cease locking the Russell Park baseball fields, which is a violation of its
agreement with the city.
The outfield fence of Russell Field C be relocated to the field depth, approved by
the City as it was extended into the soccer field without city approval.
The baseball fields are not utilized by the youth baseball program while the
Farmer’s Market is operating.
ABAA be prohibited from utilizing youth soccer fields for practice except upon
receipt of written approval from the city.

The names, ages and addresses of all program participants be provided to
the city by opening day of each season.
MOTION: To accept the statement as written and recommend it to the city.

C. Pickleball Instructor Policy
Mr. Leslie provided a draft policy for pickleball instructors, similar to the tennis
instructor policy.
MOTION: To recommend to the city that they move forward with regulating pickleball
instruction like they do tennis instruction in the City of Atlantic Beach.
