I have reviewed the proposed newest version of ESC amended ordinance 124 , as well as the other pertinent portions of the agenda for this evening's city commission meeting. There are two (2) sections of Ordinance 124 which still need further revision / correction: 1. Section 23-56 (page 69 of 219) - Duties and Responsibilities still limits ESC work to requests by the City Commission or City Manager. The language should be revised to recognize the ESC's ability to suggest projects as well, subject to the approval of the City Commission. I suggest and propose the following further amendment and provision: "Upon request by the City Commission or the City Manager, and 'and/or upon request of the Environmental Stewardship Commitee.' the ESC shall study and provide written recommendations............" 2. Section 23-58 (c-3) Appointments (page 72 of 219) - A scrivener error should be corrected by adding the word "approved" as set forth below: "Committee members shall be recommended by the Board Member Review Committee and shall be 'approved' by the Commission." I agree with and commend Section 23-57 regarding the city staff administrative support of the ESC. Thank you very much for your support and assistance . WHEREAS, the City Charter of the City of Atlantic Beach requires that the City Commission approve all budgetary increases and transfers at the fund level, and WHEREAS, the nature of budgetary systems and those day-to-day decisions affecting such budgetary systems require adjustments from time -to -time, and WHEREAS, the City is amending the operating budget to add net funds totaling ($36,000) in the Building Code Enforcement fund and ($743,000) in the Water fund for various expenditures. WHEREAS, the City of Atlantic Beach did not include the funding for these expenditures in the original adoption of the Fiscal Year 2025 Annual Operating Budget and therefore must amend the budget to have sufficient amounts within the Building Code Enforcement and Water funds in order to fund the expenditures. NOW, THEREFORE, BE IT ENACTED BY THE CITY COMMISSION ON BEHALF OF THE PEOPLE OF THE CITY OF ATLANTIC BEACH, FLORIDA that: SECTION 1. The Fiscal Year 2024/2025 Operating Budget is hereby amended as follows: BUILDING CODE ENFORCEMENT FUND Expenditures: Salaries Fund Balance: WATER FUND Expenditures: Infrastructure Fund Balance: $36,000 ($36,000) $743,000 SECTION 2.
