A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
ATLANTIC BEACH, FLORIDA, SUPPORTING THE CITY OF
ATLANTIC BEACH'S $1,080,000 FEDERAL COMMUNITY PROJECT
FUNDING REQUEST FOR DUNE WALKOVER CONSTRUCTION; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Atlantic Beach's planning documents (2030 Comprehensive Plan,
Parks Master Plan, and Bicycle and Pedestrian Connectivity Plan) identify beach accesses as vital
"mini -parks" for nature and recreation; and
WHEREAS, these plans establish dune walkovers as crucial infrastructure, akin to park
trails, essential for protecting natural integrity, biodiversity, and sustainable coastal access; and
WHEREAS, dune walkovers are a key investment balancing public access with dune
preservation for a sustainable coastline, offering environmental benefits by protecting vegetation,
preventing erosion, preserving habitat, supporting dune recovery, and reducing storm debris; and
WHEREAS, they also provide accessibility and safety benefits by ensuring secure
pathways and improving access for all, and aesthetic and management benefits by defining access
points and enhancing the beachfront's natural beauty; and
WHEREAS, the City of Atlantic Beach is applying for $1,080,000 in Fiscal Year 2026
federal community project funding for the construction of six dune walkovers. The planned dune
walkovers are at the following locations (this list could change depending on funding availability,
public input and other factors).
1. Fourth Street (no walkover now)
2. Fifth Street (no walkover now)
3. 13'h Street (dilapidated/buried walkover)
4. 10 Street (no walkover now)
5. 11 th Street (dilapidated/buried walkover)
6. 1' Street (no walkover now)
\ NOW THEREFORE, be it resolved by the City Commission of the City of Atlantic Beach
as follows:
SECTION 1. For the environmental, accessibility and other benefits cited above, the City
Commission hereby expresses is strong support for the City of Atlantic Beach's $1,080,000 federal
community project funding request for the construction of six beach walkovers in the city.
SECTION 2. This Resolution shall take effect immediately upon its passage and adoption.
