This document provides a general guide of the tree removal permitting process. For complete information on
permitting procedures see Section 23-23. Please sign the bottom of this page to certify that you have read this
document and understand the permitting process.
EXHIBIT A: TREE PERMITTING PROCESS
City of Atlantic Beach
1. Submit Completed Application
• All trees on property must be labeled on Exhibits C and D.
2. Schedule Inspections
• All trees to be removed must be labeled with red or orange tape or ribbon and numbered per Exhibit C.
• If there is construction on property, a barricade inspection will also be done at this time.

3. Mitigation Assessment
• Mitigation shall be in the form of preservation or relocation of existing trees, replacement with new trees or
payment into the tree fund. See Section 23-33 for more information.
• Staff will review the trees proposed for removal and send the applicant a Tree Permit Calculations sheet
which outlines mitigation that is owed.
4. Proposed Mitigation Replacement Plan
• Submit a mitigation replacement plan within 30 days of receiving the mitigation calculations.
• The proposed plan must include a site plan, proposed species, and size(s). Plans must account
for all inches owed.
• A MITIGATION PLAN MUST BE SUBMITTED AND APPROVED PRIOR TO REMOVAL OF IDENTIFIED TREES.
5. Permit Issuance
• When the permit is approved, staff will place a sign in the yard and contact the applicant. This sign must
remain until the permit is finaled.
• If paying for mitigation, payment must be made within 7 days following the issuance of the permit.
6. Mitigation Replacement
• Replacement trees must be planted within 30 days of permit issuance or prior to issuance of a Certificate of
Occupancy or Certificate of Completion.
7. Final Inspection
• After trees are planted and/or construction is complete, a final inspection must be scheduled.
• Trees planted, preserved and relocated must survive three (3) years following the date the permit is finaled.

preexisting health or structural issues at the time of inspection.
B. 20” D.B.H. live oak (Quercus virginiana) – this tree had no visible
preexisting health or structural issues at the time of inspection. This tree was
not included on the original tree survey. This tree was added to the tree
survey by The Branch Manager Inc.
C. 9” D.B.H. live oak (Quercus virginiana) – this tree had no visible preexisting
health or structural issues at the time of inspection.
D. 13” D.B.H. live oak (Quercus virginiana) – this tree had no visible

structural issues at the time of inspection.

health or structural issues at the time of inspection.
S. 33” D.B.H. live oak (Quercus virginiana) – this tree had no visible
preexisting health or structural issues at the time of inspection.

health or structural issues at the time of inspection.
U. 17” D.B.H. southern magnolia (Magnolia grandiflora) - this tree is measured
incorrectly on the original tree survey as a 12” DBH. This tree has heart rot
decay at the base of the tree with bracket fungi and slime flux disease present.
Targets for this tree are this home, the neighboring home and property, and
human traffic. Using the TRAQ matrix, this tree has a high overall risk rating.
Mitigation options: Trim to reduce the weight of the canopy, apply periodic
fungicide treatments, and monitor the health of this tree for further decay or
signs of decline.

AA. 17” D.B.H. pignut hickory (Carya glabra) – this tree is misidentified on the
original tree survey as a camphor. This tree is uprooting and leans to the west.
This tree is a hazard. Targets for this tree are the neighboring home and
property, and human traffic. Using the TRAQ matrix, this tree has a high
overall risk rating. Mitigation option: Lateral weight reduction up to 25% of
the canopy and monitor the health every 6 months.
AB. 9” D.B.H. + 7” D.B.H. pignut hickory (Carya glabra) – these trees are
misidentified on the original tree survey as a camphor. Both of these trees are
epicormic growth from an old stump from a hickory tree cut down many years
ago. These trees have a small amount of decay at the base.
AC. 18” D.B.H. pignut hickory (Carya glabra) – this tree is misidentified on the
original tree survey as a camphor. This tree has heart rot decay and a large
bacterial gall on the trunk that extends from the root flare to approximately
20’ up. This tree is hollow, confirmed by a hammer test. This tree is a hazard.
Slime flux disease is present. Targets for this tree are neighboring homes, pool,
and human traffic. There are no mitigation options to lower the risk rating of
this tree.

These are three separate trees that are conjoined at the base and are not
codominant. All trees had no visible preexisting health or structural issues at
the time of inspection.

blight” (Cryphonectria parasitica). This fungus is usually not an issue with this
species of oak. Mitigation option: treat oak with a systemic fungicide. This tree
has a low overall risk rating.
Trees included in this report were inspected to determine if the trees were
misidentified, measured improperly, and to document any defects, disease, or decay
that meet the requirements to waive mitigation fees by the Landscape Department.
