Mayor Ford called the meeting to order at 5:30 p.m. and City Clerk Bartle called the roll.

corrections. Mayor Ford stated the minutes stand as submitted.

A. Discuss current members, Ellen Golombek and Kirk Hansen, whose terms are
expiring on December 31, 2024 and are interested in reappointment.

Dear Mayor and Board Members,
I have applied for the ESC vacancies. Unfortunately, I will be unable to attend in person as I am
currently in Germany. I hope to be able to attend virtually via ZOOM.
Upon review of my application (provided by City Clerk) I realized that my CV/Bio was
incomplete and not in the city archives. I am hereby providing an additional Bio to assist you in
making a favorable decision in selecting me for any of these vacancies.
I am (was) a member of the Mayor's Safety, Traffic and Parking Committee (STOP) which met
monthly for over a year, but "sunset" last December. I have been attending the Zero Vision Task
Force meetings. I am currently an Alternate member on the General Employee Pension Board
which meets quarterly.
Many of you may recognize that I am regular attendee and very out -spoken speaker at the
COAB Commission meetings with a keen awareness of city spending and budget issues. I give
voice to the many residents who don't have the time, skills or patience for effective public
speaking.
My family moved to Atlantic Beach in 1972. I attended and graduated from Fletcher High
School and I was a COAB Beach Lifeguard for four years. I am well grounded in just what
Atlantic Beach is. This has always been my home and the only placed I have ever been a
registered voter. In my adult life I have traveled and worked around the world, but Atlantic
Beach has remained the home that I came back to every year for vacation and family events.

I am a former US Army Officer and federal government contractor. I have worked and traveled
around the world and interacted with a wide range of people both militarily and diplomatically.
I have been a Project Manager with a number of companies (most recently with Northrop -
Grumman Corp). I have managed, directed and supervised projects with up to 50 personnel and
been responsible for developing and executing budgets in the range of $10-25 million dollars. I
have led and managed training events for hundreds of people at a time.
As I have traveled and worked in Europe and Africa, I have seen firsthand how conservation
efforts work or fail. From recycling, tree codes and tree planting in Germany, to conservatorship
of wildlife and forests throughout Africa. I have seen large projects up close. Even here in
"1960's and '70's" Atlantic Beach, much of Royal Palm and Selva Marina was wiped clean during
development. We have made great strides over the past 50+ years in increasing our tree
canopy. As we continue to move forward, we must always balance the property rights of
individual and that of the community.
Now that I am officially retired and have completed the renovation of our family home, I am
now able to actively participate in the community and city in which I grew up.

I have a background in Sustainable Design, having earned an MS in Architectural Studies from the University of Florida
in 2019. My Master's Research Project focused on providing recommendations to reduce household waste in the City
of Atlantic Beach. Following graduation, I remained with GORUCK, a local e-commerce brand specializing in backpacks
and workout equipment. During my tenure, my role at GORUCK has evolved in tandem with the company's growth.
I've been involved in redesigning packaging to minimize waste and eliminating excess plastics from our production
processes. These changes have resulted in reduced shipping and production costs.

I was actively involved with Beaches Go Green and volunteered with them multiple times. I utilized data collected by
Beaches Go Green in their community survey and incorporated it into my thesis project, focusing on survey questions
that assessed the public's interest in composting programs.
I was part of the inaugural cohort of the Start Farming Mentorship Program created by the Duval Soil and Water
Conservation District. During this mentorship, we visited various farms across Jacksonville, learning about how
farmers sustain their livelihoods and how they collaborate within the community to support one another.

In 2013, I relocated to the City of Atlantic Beach from a suburb in Orlando, and Atlantic Beach instantly felt like home.
What I admire most about the city is its bike -ability, accessibility to natural areas, and strong community pride,
exemplified by events like the farmers market, Dancing In The Streets, and the annual Thanksgiving celebrations.
Since moving here, I have lived in and visited other cities around the world and observed how they have preserved
their distinct character and charm while evolving to meet their communities' needs. With this perspective in mind, I
would like to contribute my thoughtfulness to the City of Atlantic Beach so that we can continue to meet our
community's needs while maintaining the charm and warmth of Atlantic Beach.

For the past three years, I have served as a member of the Duval county UF/IFAS Master Gardener plant sale
committee. I've supported various roles in support of sale set-up/clean-up, native plant talks, customer support, and
with the most recent sale in March 2025, I was lead of the plant ordering sub -committee. In this role, I was
accountable for the selection of plant inventory and coordinating wholesale plant orders with native plant nurseries
and other vendors.

In my free time, I volunteer as a Master Gardener Volunteer with Duval county, where I have dedicated my time and
energy to educating the community about the benefits of native plants, Florida Friendly Landscaping (FFL) principles,

settings including the Beaches Branch Library, local garden clubs, UF/IFAS plant sales, and as part of the ESC's own
speaker series. I've modeled what I teach in my own yard by transforming it into a native landscape, reducing water
consumption and eliminating all use of fertilizer and pesticides. So much so that our home was the first residence in
Duval county to be awarded the Natural level recognition with the FFL program.
