A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
AUTHORIZING THE CITY MANAGER TO EXECUTE A $313,922.32
CHANGE ORDER WITH ACON CONSTRUCTION CO. FOR THE
COMPLETION OF RENOVATIONS TO MARSH OAKS COMMUNITY
CENTER; AUTHORIZING THE CITY MANAGER TO EXECUTE
CONTRACTS AND PURCHASE ORDERS IN ACCORDANCE WITH AND
AS NECESSARY TO EFFECTUATE THE PROVISIONS OF THIS
RESOLUTION; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Atlantic Beach purchased the former assisted living facility
located at 100 W. First St. with the intention of renovating the building and creating the Marsh
Oaks Community Center; and
WHEREAS, the City obtained grants totaling $916,751 for the renovation project
including $500,000 for building renovations from the City of Jacksonville, $220,000 for wind
mitigation activities from the Florida Division of Emergency Management's Hurricane Loss
Mitigation Program (HLMP) to be completed by June 30, 2025, and $196,751 for driveway and
landscape improvements from the City of Jacksonville's Community Development Block Grant
Program (CDBG); and
WHEREAS, the City contracted with ACON Construction Co. on March 12, 2025, to
provide initial design -build services for the project, including completion of wind mitigation
activities and initial interior and exterior renovations at a price not to exceed $719,793.13 to meet
the June 30, 2025, HLMP grant deadline; and
WHEREAS, the initial work has been substantially completed, the City has been
reimbursed for the HLMP grant funded wind mitigation activities, and the City desires to issue a
change order to ACON Construction Co. to provide design -build services to complete the project
for a price not to exceed $313,822.32, with the $196,751 CDBG grant funds being reserved for
parking lot renovation and landscaping; and
WHEREAS, funds for this $313,822.32 change order are available from $325,000
budgeted for this purpose in Capital Improvement Fund account #300-5002-541-63-00.
NOW, THEREFORE, be it resolved by the City Commission of the City of Atlantic
Beach as follows:
SECTION 1. the City Commission hereby authorizes the City Manager to issue a change
order to ACON Construction Co. to complete design -build services at the Marsh Oaks Community
Center at a price not to exceed $313,822.32.
SECTION 2. The City Commission hereby authorizes the city manager to execute
contracts and purchase orders in accordance with and as necessary to effectuate the provisions of
this Resolution.

SECTION 3. This Resolution shall be effective immediately upon adoption.
