Appointments and Reappointments to various boards and committees Mayor Ford reported that the BMRC voted to recommend an applicant for a second alternate position, contingent upon a code amendment authorizing the role. Commissioner Kelly suggested considering this option for other committees as well. After discussion, it was determined that they would hold off on appointing a second alternate. Vehicles shall not be routinely parked within grassed or landscaped areas of a residential lot. This creates practical challenges for residents who own multiple vehicles or have visitors, especially in households with more drivers than driveway space. As a result, enforcement related to driveway and yard parking has historically been relaxed in these areas for several key reasons: 1. Limited Infrastructure: Many of these homes were built at a time when it was common for households to own only one vehicle. The infrastructure does not reflect today's parking needs, and widening driveways may not be feasible due to lot size, mature trees, or historic preservation concerns. 2. Practical Necessity: Given the limited driveway space, residents have few alternatives for parking. Strict enforcement would displace vehicles onto already narrow or crowded streets, potentially creating traffic hazards, blocking emergency access, or frustrating neighbors. 3 -Equity and Consistency: In the absence of realistic alternatives, enforcing driveway or yard parking rules could be viewed as inequitable or overly punitive, especially if there hasn't been a consistent pattern of enforcement in the past. Section 21-17 Except when in compliance with the directions of a police officer or official traffic control device, or when necessary to avoid conflict with other traffic no person shall stop, stand or park a motor vehicle, or any part thereof: (a) On a paved sidewalk; (b) Within seven (7) feet of a public or private driveway, upon complaint; (c) Within twenty (20) feet of an intersection; (d) Within fifteen (15) feet of a fire hydrant; (e) On a crosswalk; (f) Within twenty (20) feet of a crosswalk; (g) On lanes and paths exclusively intended for the use of bicycles and pedestrians; (h) Within thirty (30) feet upon the approach to any flashing si nal, stop sign, or traffic control signal located at the side of a roadway measured from the pavement marking stop bar).
